RECOMMENDATION(S)

Recommendation

1.                     Approve a revenue agreement template to provide laboratory testing services to external agencies, effective upon execution of both parties through September 30, 2030.

2.                     Authorize the Director of the Department of Public Health to execute the revenue agreement template with individual agencies, on behalf of the County, subject to review by County Counsel.

FINANCIAL IMPACT

This item will not result in the use of Discretionary General Funding (Net County Cost). Fees for laboratory testing will be charged and collected in accordance with the Department of Public Health’s (DPH) fee schedule as authorized under Section 16.0213A(c) of the San Bernardino County Code. DPH will receive revenue to cover the costs of the services provided under the revenue agreement template. Adequate appropriation and revenue have been included in the DPH 2025-26 recommended budget and will be included in future recommended budgets.

 

BACKGROUND INFORMATION

DPH has provided laboratory testing services to external agencies for approximately 20 years and currently has 12 agreements in place. Medical laboratories and hospitals in need of laboratory testing for human infectious diseases of public health importance often request services from the DPH laboratory as the test is not routinely performed or available in the requesting agency’s laboratory, the test requires a higher biosafety level than the agency has available, or DPH is able to provide a faster turnaround on small volume testing than larger commercial laboratories.

 

On April 21, 2020 (Item No. 35), the Board approved a laboratory testing revenue agreement template for use through September 30, 2025. Approval of this item will allow DPH to establish new agreements with partner agencies and continue to provide laboratory testing services on a fee-for-service basis through September 30, 2030. The partner agencies are invoiced costs for lab services based on the current DPH fee schedule, which are updated July 1 of each year.
