RECOMMENDATION(S)
Recommendation
1. Find that Arrowhead Regional Medical Center Behavioral Health Adolescent Unit Project located in Colton, is exempt under the California Environmental Quality Act Guidelines, Section 15302, Class 2, subsection (c), Replacement or Reconstruction.
2. Approve the plans and specifications for the Arrowhead Regional Medical Center Behavioral Health Adolescent Unit Project, located at 400 N. Pepper Avenue in Colton.
3. Authorize the Director of the Project and Facilities Management Department to advertise for competitive bids for the Arrowhead Regional Medical Center Behavioral Health Adolescent Unit Project.
4. Direct the Project and Facilities Management Department to file the Notice of Exemption for the Arrowhead Regional Medical Center Behavioral Health Adolescent Unit Project in accordance with the California Environmental Quality Act.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The Arrowhead Regional Medical Center (ARMC) Behavioral Health Adolescent Unit Project (Project) (WBSE 10.10.1207) budget of $15,750,125 is funded from the ARMC Enterprise Fund as approved by the Board of Supervisors (Board) as part of the 2023-24 Capital Improvement Program (CIP) budget, which is tied to a California Health Facilities Financing Authority (CHFFA) grant.
BACKGROUND INFORMATION
Approval of this item will allow the Project and Facilities Management Department (PFMD) to solicit competitive bids for the Project located in Colton. The Project will remodel an existing adult patient bed mental health facility at ARMC to a new adolescence unit, which will provide intensive, short-term, and highly focused psychiatric care for teens and young adults in need. This new unit will also serve as both an adolescent emergency department and an adolescent psychiatric nursing unit for ARMC, which in turn, meets the County and Chief Executive Officer goals and objectives of improving County government operations and operating in a fiscally-responsible and business-like manner.
It is recommended the Board determine the Project be categorically exempt pursuant to California Environmental Quality Act (CEQA) Guidelines (Title 14, California Code of Regulations) Section 15302 Class 2, Subsection (c), Replacement or Reconstruction as evidenced by the Notice of Exemption, Section 15302, provides categorical exemption for projects involving Class 2 Replacement or Reconstruction. All work involved in the Project is consistent with Class 2 exemptions and therefore will not have a significant environmental impact. No additional CEQA review is required at this time.
This Project is consistent with County Administrative Office approved CIP Project No. 22-020.
PROCUREMENT
PFMD will advertise for competitive bids for the Project on Friday, April 12, 2024. A mandatory pre-bid meeting for prospective bidders is scheduled to be conducted on Thursday, May 2, 2024, at 9:00 a.m. at the ARMC loading dock parking lot located at 400 North Pepper Avenue, in Colton. The bid opening for the Project is scheduled for Thursday, June 20, 2024, at 10:00 a.m. at PFMD, 385 N. Arrowhead Avenue, 3rd Floor, San Bernardino, CA 92415.
Once PFMD has identified the lowest responsible and responsive bidder, an item will be presented to the Board for approval to award a construction contract.
Pursuant to California Public Contract Code sections 22032 and 22039, the Board shall adopt plans and specifications, and working details for public projects exceeding $200,000. Plans and specifications are on file with the Clerk of the Board of Supervisors.
