Recommendation
Ratify the execution of Amendment No. 1 to Agreement No. 25-293 with the State of California Department of Parks and Recreation, Division of Boating and Waterways, for the Boating Safety and Enforcement Financial Aid Program for patrol operations at the Colorado River, reducing the original award amount by $120,664.01 from $412,661 to $291,996.99, with no change to the original period of July 1, 2025 through June 30, 2026.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The amendment to Agreement No. 25-293 (Agreement) reduces the original award amount by $120,664.01 from $412,661 to $291,996.99. This award offsets the Sheriff/Coroner/Public Administrator’s (Department) 2025-26 estimated cost of $1,100,588 to provide boating safety and enforcement activities at the Colorado River. Approval of the necessary budget adjustments for the grant reduction is not requested at this time but will be included on the 2025-26 Mid-Year Budget Report presented to the Board of Supervisors (Board) for approval.
BACKGROUND INFORMATION
The Department operates and maintains the necessary equipment and personnel at the Colorado River to provide enforcement of boating regulations, assistance to boaters in distress, and for search and rescue operations. The Department coordinates with the Mohave County (Arizona) Sheriff’s Department to provide regular boat patrols, as well as periodic task forces to enforce boating under the influence statutes.
On May 20, 2025 (Item No. 87), the Board approved Agreement No. 25-293 with the California Department of Parks and Recreation, Division of Boating and Waterways (DBW), accepting an original award amount of $412,661 to partially fund the Department’s cost of patrol operations in the Colorado River.
On July 7, 2025, the Department received a notification from DBW stating that due to overall reductions to the State’s 2025-26 approved budget, their Boating Safety and Enforcement Financial Aid Program was reduced resulting in decreases to all participating agencies’ original allocations.
On the same notification, DBW requested that a new Agreement with the revised allocation amount be signed by the County’s authorized agent and returned to them by no later than July 31, 2025. Because the next available Board meeting of August 5, 2025, would have been past the deadline to submit a newly signed Agreement, the Department requested for the Chair of the Board (Chair) to sign the document prior to a Board’s regularly scheduled meeting. Approval of this item ratifies the Chair’s signature of Amendment No. 1 to Agreement No. 25-293 on July 30, 2025.
