Recommendation

Approve Amendment No. 2 to Revenue Contract No. 18-291 with Children’s Fund, Inc., to support at-risk children and provide youth supportive services through an emergency needs voucher program, increasing the amount by $86,400, from $390,600 to $477,000, and executing the final option to extend the term by one year, for a total contract period of July 1, 2018 through June 30, 2023.

FINANCIAL IMPACT

This item does not impact Discretionary General Funding (Net County Cost). The increase of $86,400, for a total revenue contract amount of $477,000, is funded by Children’s Fund, Inc. (Children’s Fund). Adequate appropriation and revenue have been included in the Preschool Services Department’s (PSD) 2021-22 budget and will be included in the 2022-23 recommended budget.

 

BACKGROUND INFORMATION

Children’s Fund is a non-profit 501(c) (3) organization founded in 1986 and is the public/private partnership component between San Bernardino County and Children’s Network, a governmental agency under Human Services whose role is to bring together all agencies within the County that serve children and facilitate collaboration and information. 

 

The mission of Children’s Fund is to ensure that children, birth to age eighteen, and transitional-aged foster youth, age eighteen to twenty-five, who are at-risk of abuse, neglect or abandonment receive adequate food, shelter, and clothing. Children’s Fund helps to provide programs that match children in need to available resources and services through a comprehensive resource distribution network.  Since its inception in 1986, Children’s Fund has served more than 1,200,000 children in San Bernardino County through programs designed to meet the specific needs of at-risk children and youth.

 

The recommended amendment will allow PSD to continue referring at-risk children and youth for emergency goods and services via an emergency needs voucher program. Emergency requests are paid for through vouchers to local designated vendors for specific items such as clothing, food, hygiene items, formula and diapers.

 

PSD will continue to oversee the operations of the emergency needs voucher program.  To monitor compliance with administrative, program, and fiscal requirements of the contract, PSD requires supervisory review and approval of vouchers for emergency needs, and reconciles monthly reports (i.e., use, dollar amount, and number of vouchers processed; monthly and year-to-date expenditures).   PSD provides a copy of the reconciled reports to Children’s Fund on a monthly basis.

 

On May 22, 2018 (Item No. 75), the Board of Supervisors (Board) approved Revenue Contract No. 18-291 with Children’s Fund, Inc. to support PSD and at-risk children and provide youth services, in an amount of $259,200, for the period of July 1, 2018 through June 30, 2021, with options to extend for two additional one-year periods.

 

On May 18, 2021 (Item No. 43), the Board approved Amendment No. 1 to Contract No. 18-291 with Children’s Fund, Inc., increasing the amount by $131,400, from $259,200 to $390,600, and executing the first option to extend the contract by one year, for a total contract period of July 1, 2018 through June 30, 2022.
