RECOMMENDATION(S)
Recommendation
1. Find that the Prado Tent Campground Restroom Addition Project is exempt under the California Environmental Quality Act Guidelines, Class 3, Section 15303, subsection (e) new construction.
2. Approve plans and specifications for the Prado Tent Campground Restroom Addition Project located at 16700 Euclid Avenue in Chino.
3. Authorize the Director of Project and Facilities Management Department to advertise for competitive bids for the Prado Tent Campground Restroom Addition Project.
4. Direct the Project and Facilities Management Department to file the Notice of Exemption for the Prado Tent Campground Restroom Addition Project in accordance with the California Environmental Quality Act.

FINANCIAL IMPACT
Approval of the bid documents and the solicitation of competitive bids will not result in the use of Discretionary General Funding (Net County Cost). The Prado Regional Park Tent Campground Restroom Addition Project (Project), with a total budget of $2,920,655, is funded by the American Rescue Plan Act as approved on October 25, 2022 (Item No. 82), by the Board of Supervisors (Board), as part of the 2023-24 Capital Improvement Program (CIP) budget (WBSE 10.10.1396).
BACKGROUND INFORMATION
The tent campground area at Prado Regional Park located at 16700 Euclid Avenue in Chino needs additional restroom facilities that meet the needs of individuals covered by the Americans with Disabilities Act (ADA). This Project includes the construction of new accessible restroom facilities and provides nearby ADA van accessible locations as well as ADA compliant paths of travel.
The approval of these recommendations will allow the Project and Facilities Management (PFMD) to solicit competitive bids for the Project. It is also recommended that the Board determine the project be categorically exempt under California Environmental Quality Act (CEQA) Guidelines (Title 14, California Code of Regulations) Class 3, Section 15303, Subsection (e) construction of limited numbers of new, small structures including accessory structures and equipment. As evidenced by the Notice of Exemption, the construction of a new restroom is consistent with Class 3 exemptions and therefore will not have a significant environmental impact. No additional CEQA review is required at this time.
This Project is consistent with County Administrative Office approved CIP Project No. 23-089.
PROCUREMENT
PFMD will advertise for competitive bids for the Project on May 10, 2024. A mandatory pre-bid meeting for prospective bidders is scheduled to be conducted on May 29, 2024, at 11:00 a.m. at Prado Regional Park located at 16700 Euclid Avenue in Chino. The bid opening for the Project is scheduled for July 11, 2024, at 2:00 p.m. at PFMD, 385 N. Arrowhead Avenue, Third Floor, San Bernardino, Ca 92415.
Once PFMD has identified the lowest responsible and responsive bidder, an item will be presented to the Board for approval to award a construction contract.
Pursuant to California Public Contract Code sections 22032 and 22039, the Board shall adopt plans, specifications, and working details for public projects exceeding $200,000. Plans and specifications are on file with the Clerk of the Board.
