RECOMMENDATION(S)

Recommendation

1.                     Approve submission of a grant application to the United States Department of Health and Human Services, Health Resources and Services Administration, in the amount of $165,230, for American Rescue Plan - Health Center Construction and Capital Improvement Funding to support construction, expansion, alteration, renovations, and other capital improvements to enhance and expand health care infrastructure, for the period of September 1, 2021 through August 31, 2022.

2.                     Designate the Chairman of the Board of Supervisors, Chief Executive Officer, or Director of the Department of Public Health to execute and submit all application documents required to receive the grant award, on behalf of the County, subject to review by County Counsel.

3.                     Direct the Chairman of the Board of Supervisors, Chief Executive Officer, or Director of the Department of Public Health to transmit all documents in relation to this grant application to the Clerk of the Board of Supervisors within 30 days of execution.

FINANCIAL IMPACT

This item does not impact Discretionary General Funding (Net County Cost).  The grant application in the amount of $165,230 from the United States Department of Health and Human Services, Health Resources and Services Administration (HRSA) for American Rescue Plan - Health Center Construction and Capital Improvement funding does not require a match. 

 

BACKGROUND INFORMATION

HRSA’s American Rescue Plan - Health Center Construction and Capital Improvement funding is a one-time funding opportunity to local health jurisdictions with existing health centers receiving Health Center Program operational support.  This one-time funding will be utilized by the Department of Public Health (DPH) for the acquisition of equipment to enhance health center services by purchasing equipment to improve the delivery of dental services to patients and mitigate the spread of COVID-19 by purchasing equipment that will provide social distancing, tools/equipment for sterilizing, and safer furnishing for patients and health center personnel.

 

The Health Center Program provides a variety of services to San Bernardino County residents, such as operational support for DPH four Federally Qualified Health Centers (FQHCs) located in Adelanto, Hesperia, Ontario, and San Bernardino.  DPH intends to purchase equipment for the Hesperia, Ontario, and San Bernardino Health Centers.  Purchases will include equipment such as dental digital x-ray sensors, steam sterilizer, operating microscopes, and required equipment accessories; multifunction copy machines; and furnishings and minor equipment for lobbies and staff areas.

 

On April 27, 2021, the Notice of Funding Opportunity was posted by HRSA for the American Rescue Plan - Health Center Construction and Capital Improvement funding to support construction, expansion, alteration, renovations, and other capital improvements to enhance and expand health care infrastructure, subject to the availability of funding, for the period of September 1, 2021 through August 31, 2022.
