RECOMMENDATION(S)

Recommendation

1.                     Approve Amendment No. 3, Hospital Per Diem Agreement (Agreement No. 20-887), with Inland Empire Health Plan and Health Access plan, for a one-time supplemental payment, to compensate for the volume of COVID-19 Inland Empire Health Plan member bed days experienced by Arrowhead Regional Medical Center in 2020.

2.                     Direct the Clerk of the Board to maintain confidentiality of the Amendment pursuant to Health and Safety Code section 1457(c)(1).

FINANCIAL IMPACT

Approval of this item with Inland Empire Health Plan and Health Access (collectively referred to as “IEHP”) will not result in the use of Discretionary General Funding (Net County Cost).  The Amendment provides supplemental revenue to Arrowhead Regional Medical Center (ARMC) for medical services provided by ARMC to IEHP members. 

 

BACKGROUND INFORMATION

Approval of this item will allow for the one-time payment by IEHP to supplement costs incurred by ARMC, for treatment of IEHP members who were hospitalized, in 2020, due to the COVID-19 pandemic. IEHP has determined that ARMC has experienced additional costs beyond the ordinary costs associated with hospitalization of their members. The one-time payment will seek to offset the financial burdens faced by ARMC as a result of COVID-19. IEHP is a public initiative Healthcare Maintenance Organization providing services to residents eligible for benefits of the Managed Care Medi-Cal and Medicare plans. 

 

Pursuant to Health and Safety Code section 1457(c)(1) specific terms related to the rates of payment for health care services are not immediately subject to laws related to public records; therefore, the Clerk of the Board is directed to maintain confidentiality of this Amendment.
