RECOMMENDATION(S)

Recommendation

1.                     Find that approval of a Use Permit Agreement with the U.S. Department of the Army National Training Center, Special Operations Forces, Planning Detachment Special Operations Training Detachment, for use of certain portions of San Bernardino County-owned property located at the Sheriff’s Regional Training Center, 18958 Institution Road in the Glen Helen area of San Bernardino is an exempt project under the California Environmental Quality Act Guidelines Section 15301 - Existing Facilities (Class 1).

2.                     Authorize the waiver of reimbursement charges set forth in County Policy 12-06 for a no-fee Use Permit with the U.S. Department of the Army National Training Center, Special Operations Forces, Planning Detachment Special Operations Training Detachment, for the no-fee use of certain portions of County-owned property for a bilateral, special operations training with San Bernardino County Sheriff’s Department Specialized Enforcement Division from 11:00 a.m. Sunday, February 2, 2025 through 1:00 p.m. Monday, February 3, 2025.

3.                     Approve a Use Permit with the U.S. Department of the Army National Training Center, Special Operations Forces, Planning Detachment Special Operations Training Detachment, for the no-fee use of County-owned property for a bilateral, special operations training with San Bernardino County Sheriff’s Department Specialized Enforcement Division from 11:00 a.m. Sunday, February 2, 2025 through 1:00 p.m. Monday, February 3, 2025, for certain portions of San Bernardino County-owned property located at the Sheriff’s Regional Training Center, 18958 Institution Road in the Glen Helen area of San Bernardino.

4.                     Direct the Real Estate Services Department to file the Notice of Exemption in accordance with the California Environmental Quality Act.

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost).  There is no revenue to be received nor costs to be incurred by the County for this Use Permit (Use Permit).  The U.S. Department of the Army National Training Center, Special Operations Forces, Planning Detachment Special Operations Training Detachment (U.S Army) is responsible for all costs for the bi-lateral, special operations training (Event) with San Bernardino County Sheriff’s Department (SBCSD) Specialized Enforcement Division (SED). 

 

BACKGROUND INFORMATION

The Use Permit is for the use of certain portions of County-owned property at the Sheriff’s Regional Training Center (SRTC) located at 18958 Institution Road in the Glen Helen area of San Bernardino, CA, from 11:00 a.m. Sunday, February 2, 2025, through 1:00 p.m. Monday, February 3, 2025, for the Event.  The use of the permitted areas will not interfere with normal County operations.  The U.S Army is responsible for all costs associated with the Event, including clean-up and restoration of the permitted areas at the conclusion of the Event. This is the first year that U.S Army will be using County-owned property for the Event. 

 

County Code Section 16.0220 sets a fee of $160 per day for the use of a County-owned property.  However, the fee may be waived by the Board of Supervisors (Board) per County Policy 12-06 Use of County Facilities by Non-County Organizations.  SBCSD and the Real Estate Services Department (RESD) each recommend that the Board waive the fee and approve the no-fee Use Permit to continue the County’s relationship with the U.S. Army in alignment with the County goal to pursue County goals and objectives by working with other agencies and stakeholders.

 

Staff has reviewed the recommended action pursuant to the California Environmental Quality Act (CEQA) and has determined it to be categorically exempt under Guidelines Section 15301 - Existing Facilities (Class 1), because there is no possibility that the permitting of the subject property will have a significant effect on the environment.
