Recommendation
Acting as the governing body of the San Bernardino County Fire Protection District, approve Amendment No. 1 to Memorandum of Understanding No. 22-1278 with the San Bernardino Regional Emergency Training Center for San Bernardino County Fire Protection District to provide Instructor Led Trainings, amending the instructor rates for 2023-24 effective July 1, 2023, with all other contract terms remaining in effect through June 30, 2025.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The actual cost for San Bernardino County Fire Protection District (SBCFPD) to provide onsite Instructor Led Trainings at the San Bernardino Regional Emergency Training Center (SBRETC) will vary depending on the number of trainings scheduled. Services performed during fiscal year 2023-24 will be billed to the SBRETC at the updated hourly rates as identified in Amendment No. 1 to provide full cost recovery for SBCFPD. Sufficient appropriation and revenue for this Memorandum of Understanding (MOU) will be included in SBCFPD’s 2023-24 recommended budget and in future recommended budgets.
BACKGROUND INFORMATION
On December 13, 2022 (Item No. 80), the Board of Directors (Board) approved MOU No. 22-1278 allowing SBCFPD staff to provide Aircraft Rescue and Fire Fighting (ARFF) training to participants attending the SBRETC, with reimbursement based on rates as established in the MOU for a retroactive period of July 1, 2021 through June 30, 2025.
The MOU provides SBCFPD personnel, regional cooperators and other cooperating agencies access to ARFF training at SBRETC for the purpose of initial and mandatory recurrent training to qualify as firefighters at airports classified by the Federal Aviation Administration. This training is specially designed for those who provide fire services protection as military and Department of Defense firefighters, municipal firefighters, and volunteer firefighters. The hourly rates for providing services are adjusted annually based on various factors and in accordance with Sections H.4 and F.2 of the MOU.
Approval of Amendment No. 1 will amend the ARFF instructor rates in the MOU, and will provide for the safety, health, and social service needs of SBCFPD and County residents by enhancing the emergency response capabilities of SBCFPD and all cooperating agencies receiving ARFF training at SBRETC.
Amendment No. 1 shall take effect on July 1, 2023. All other terms of MOU No. 22-1278 shall remain the same. Either party may terminate the agreement at any time without cause with 30 days prior written notice to the other party.
