RECOMMENDATION(S)

Recommendation

1.                     Approve and accept Amendment No. 1 to Agreement No. 25-122 (Grant Award No. 6 UT8HA33958-06-01) from the United States Department of Health and Human Services, Health Resources and Service Administration for the Ending the HIV Epidemic: A Plan for America - Ryan White HIV/AIDS Program Parts A and B, increasing the amount by $481,335, from $1,076,917 to $1,558,252, with no change to the grant period of March 1, 2025 through February 28, 2026.

2.                     Approve and accept Amendment No. 2 to Agreement No. 25-122 (Grant Award No. 6 UT8HA33958-06-02) from the United States Department of Health and Human Services, Health Resources and Service Administration for the Ending the HIV Epidemic: A Plan for America - Ryan White HIV/AIDS Program Parts A and B, authorizing the carryover of $2,162,788 in unobligated funding from prior budget periods, to increase the total award amount from $1,558,252 to $3,721,040, with no change to the grant period of March 1, 2025 through February 28, 2026.

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net Count Cost). Amendment No 1 to Agreement No. 25-122, in the amount of $481,335, from the United States Department of Health and Human Services, Health Resources and Service Administration (HRSA) does not require a local match. Additionally, Amendment No. 2 to Agreement No. 25-122, in the amount of $2,162,788, does not require a local match. Adequate appropriation and revenue have been included in the Department of Public Health’s (DPH) 2025-26 budget.

 

BACKGROUND INFORMATION

The Ryan White Program was enacted in 1990 to provide federal funding for comprehensive primary healthcare and support services for persons living with HIV/AIDS. DPH, acting as the lead agency for San Bernardino and Riverside Counties, develops and submits the grant application, accepts the grant award, administers the funding, procures service contracts, and ensures compliance with federal requirements.

 

The Ending the HIV Epidemic: A Plan for America - Ryan White HIV/AIDS Program Parts A and B (EHE) grant funds efforts to reduce new HIV infections throughout the United States. The funding is used to provide support services and interventions, through subcontractors, which link person living with HIV to care and treatment facilities throughout San Bernardino and Riverside Counties. Services include outpatient medical care, case management, linkage/reengagement to care, food, and transportation services as appropriate. Approximately 6,815 individuals are served through EHE each year. This item is to accept an increase in grant award payment for the 2025-26 performance period.

 

On October 8, 2024 (Item No. 28), the Board of Supervisors (Board) approved the submission of a grant application in the amount of $25,000,000, for the period of March 1, 2025 through February 28, 2030.

 

On January 15, 2025, DPH received notification of the grant award for the first year of EHE funding, in the amount of $1,076,917, for the period of March 1, 2025 through February 28, 2026.

 

On February 25, 2025 (Item No. 29), the Board approved Agreement No. 25-122, in the amount of $1,076,917, for the period of March 1, 2025 through February 28, 2026.

 

On June 23, 2025, DPH received Amendment No. 1 to Agreement No. 25-122, increasing the funding by $481,335, from $1,076,917 to $1,558,252, for the period of March 1, 2025 through February 28, 2026.

 

On July 28, 2025, DPH received Amendment No. 2 to Agreement No. 25-122, increasing the funding by $2,162,788, from $1,558,252 to $3,721,040, for the period of March 1, 2025 through February 28, 2026. The amendment authorizes the carryover of funds from 2020-2025 to 2025-26.

 

This item is being presented at this time as this is the first available date following the required operational, fiscal, and legal reviews. Approval at this time will not impact DPH’s Ryan White Program services or activities. DPH will return to the Board to accept additional EHE funding for the period of March 1, 2025 through February 28, 2030, if and when additional grant funding is awarded.
