RECOMMENDATION(S)

Recommendation

Acting as the governing body of the San Bernardino County Fire Protection District, authorize the Director of the Project and Facilities Management Department to utilize the Design-Build project delivery method pursuant to Public Contract Code Section 22160 et seq., and in accordance with County Policy 11-16, for the Fire Station No. 76 New Building Construction Project in Bloomington.

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost) as the $1,986,332 project cost for the Fire Station No. 76 New Building Construction Project (Project) (WBSE 10.10.1619) will be funded by the Valley Regional Service Zone budget. Approval of the necessary appropriation and revenue adjustments are not requested at this time, but will be included in a future countywide budget report or item presented to the Board of Directors (Board) for consideration.

 

BACKGROUND INFORMATION

Fire Station No. 76, constructed in the 1950s in Bloomington, is in need of replacement. The existing facility no longer supports modern fire service operations and fails to meet current building codes and safety standards, which have evolved significantly since its original construction.

 

The proposed Project will deliver a new, fully compliant facility designed to provide a safe, healthy, and sustainable environment for fire personnel and equipment. The new station will meet all applicable California Building Code requirements and conform to the standards of the Americans with Disabilities Act, ensuring accessibility and long-term operational efficiency.

 

Approval of this item will authorize the use of the Design-Build project delivery method pursuant to California Public Contract Code Section 22160 et seq. Following approval of the Design-Build project delivery method, the Director of the Project and Facilities Management Department (PFMD) will take all necessary steps to procure a Design-Build Entity (DBE) pursuant to County Policy 11-16. PFMD will return to the Board for contract award.

 

California Environmental Quality Act documentation and determination will be submitted separately for Board approval.

 

PROCUREMENT

PFMD intends to engage a DBE, through a competitive, two-step process, to derive a solution that maximizes the potential use of the property and provides the best value solution that meets the County’s needs.

 

Approval of the Request For Qualifications (RFQ) package is the first step of a two-step procurement process provided for the selection of a DBE for the Project. The purpose of the RFQ is to establish a short list of DBEs who will compete to provide design and construction services for the Project. The information submitted will be evaluated by a committee that includes representatives from PFMD and the San Bernardino County Fire Protection District. The evaluation process is intended to identify the top three DBEs that, in the opinion of the County, are best qualified to successfully execute the design and construction of the Project based on the criteria identified in the RFQ.

 

Following selection of the three finalists, PFMD will proceed to the second step of the procurement process utilizing delegated authority under policy No. 11-16 to approve and release a Request for Proposals to the finalists. Utilizing significantly more detail regarding the Project requirements and expectations, the three DBE finalists will submit a “Best and Final Proposal”. The selection of the successful DBE will be based on “best value”, as determined by the evaluation committee. PFMD will then seek approval from the Board to award the selected DBE a design-build contract.
