RECOMMENDATION(S)
Recommendation
1. Find that the 800MHz Upgrade Skyland Peak Tower Project is exempt under the California Environmental Quality Act Guidelines, Section 15301 (e), Class 1, Existing Facilities.
2. Approve plans and specifications for the 800MHz Upgrade Skyland Peak Tower Project located in Crestline.
3. Authorize the Director of the Project and Facilities Management Department to advertise for competitive bids for the 800MHz Upgrade Skyland Peak Tower Project.
4. Direct the Project and Facilities Management Department to file the Notice of Exemption in accordance with the California Environmental Quality Act.

FINANCIAL IMPACT
Approval of the bid documents and the solicitation of competitive bids will not result in the use of Discretionary General Funding (Net County Cost). The 800MHz Upgrade Skyland Peak Tower Project’s (Project) budget of $1,526,000 is funded from the 800MHz Program (WBSE 10.10.0009) as approved by the Board of Supervisors (Board) as part of the 2024-25 Capital Improvement Program (CIP) budget (WBSE 10.10.1237).
BACKGROUND INFORMATION
Approval of this item will allow the Project and Facilities Management Department (PFMD) to solicit competitive bids for the Project located in Crestline. The Project scope of work includes installation of a single self-supporting steel lattice 80-foot tower, new ice bridge, demolition and replacement of the existing equipment shelter with a new 288 square foot concrete masonry unit shelter with a concrete ramp, replacement of the existing generator with a new diesel generator automatic transmission switch and manual transmission switch, and placement of a temporary shelter and generator to allow site operation during construction.
Critical facilities and emergency systems need continuous backup power on a 24-hour basis, which is provided by an emergency generator. The Project will provide reliable facilities and improvements to support the signal transmission from the site to multiple first responders, including, but not limited to, San Bernardino County Fire Protection District, Sheriff/Coroner/Public Administrator, and Emergency Medical Responders, thereby supporting the County and Chief Executive Officer goals and objectives of improving County government operations and operating in a fiscally-responsible and business-like manner.
It is recommended the Board determine the Project to be categorically exempt from further review under the California Environmental Quality Act Guidelines Section 15301(e), Class I (Additions to Existing Facilities), additions to existing structures provided that the addition will not result in an increase of more than: (1) 50 percent of the floor area of the structures before the addition, or 2,500 square feet, whichever is less; or (2) 10,000 square feet if: (A) The project is in an area where all public services and facilities are available to allow for maximum development permissible in the General Plan and (B) The area in which the project is located is not environmentally sensitive.
This Project is consistent with County Administrative Office approved CIP request No. 22-052.
PROCUREMENT
PFMD will advertise for competitive bids for the Project on October 25, 2024. A mandatory pre-bid meeting for prospective bidders is scheduled to be conducted on November 14, 2024, at 10:00 A.M. at the North Shore parking lot located at 24171 Lake Drive, Crestline, CA 92325. At 10:15 A.M., the attendees of the mandatory pre-bid meeting will caravan in their own vehicles and follow the project manager to the Project site, located at Skyland Peak. The bid opening for the Project is scheduled for December 18, 2024, at 10:00 A.M. at PFMD, 620 South E Street, San Bernardino, CA 92415.
Once PFMD has identified the lowest responsible and responsive bidder, an item will be presented to the Board for approval to award a construction contract.
Pursuant to California Public Contract Code sections 22032 and 22039, the Board shall adopt plans, specifications, and working details for public projects exceeding $200,000. Plans and specifications are on file with the Clerk of the Board.
