Recommendation
1. Approve Cooperative Agreement with the City of Victorville for a traffic signal improvement project at the intersections of Ridgecrest Road and Vista Point Drive and at Ridgecrest Road and Bluff Crest Street in the Victorville area, effective upon execution by both parties through December 30, 2030, or upon project completion and final payment, whichever occurs first, and wherein the County shall reimburse the City of Victorville for 50% of the project cost, estimated at an amount of $695,264, but shall not exceed $869,080.
2. Authorize the Director of the Department of Public Works, in consultation with the Assistant Executive Officer, to increase the County’s contribution amount up to the not-to-exceed amount of $869,080, should project costs necessitate such an increase.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The estimated total cost of the traffic signal improvement project at the intersections of Ridgecrest Road and Vista Point Drive and at Ridgecrest Road and Bluff Crest Street in the Victorville area (Project), which includes installing traffic signals, sidewalks, and Americans with Disabilities Act (ADA) curb ramps, is $1,390,528. The County’s estimated share of 50% of the Project cost, $695,264 plus any cost overrun up to the not-to-exceed amount of $869,080, will be funded by the Senate Bill 1 Road Maintenance and Rehabilitation Account (RMRA) revenues. The remaining cost of the Project, estimated to be $695,264, will be funded by the City of Victorville (City). Appropriation and revenue will be included in the Department of Public Works (Department) 2026-27 Road Operations recommended budget (6650002000 H15309).
BACKGROUND INFORMATION
The Department of Public Works (Department) conducted a traffic study of the Project area to evaluate current conditions, traffic patterns, and safety concerns. Based on the findings, the study concluded that traffic signal improvements would improve traffic flow, ensure more equitable access for all road users, reduce the risk of collisions, and enhance public safety.
The Project area spans the City and County’s jurisdictions equally. Therefore, the parties agree to jointly participate in the Project, which includes: 1) installation of new traffic signals; 2) construction of sidewalks, including curbs and gutters; and 3) construction of ADA curb ramps at the intersections of Ridgecrest Road and Vista Point Drive and at Ridgecrest Road and Bluff Crest Street.
Under the Cooperative Agreement, the City will serve as the leading agency in the design and construction of the Project. During the design phase, if it is determined that right-of-way (ROW) is required for the Project, each party will be responsible for the ROW within its own jurisdiction, including relevant costs. The County will provide a representative to discuss and/or resolve any issues that may arise during the construction of the Project; and pay the City its share of the Project costs, estimated to be $695,264. The Cooperative Agreement terminates upon completion of the Project and receipt of the County’s final payment to the City, or on December 30, 2030, whichever occurs first. The City approved the recommended Cooperative Agreement on January 20, 2026.
The recommended Cooperative Agreement also provides that after Project completion, the parties will amend existing Cooperative Agreement No. 22-1219 with the City of Victorville, which was approved by the Board of Supervisors (Board) on December 6, 2022 (Item No. 41) for professional services for routine, regular, and emergency maintenance of traffic signals to add the Project’s traffic signals and set forth the Parties’ responsible and roles of maintenance for the newly installed traffic signal.
To avoid delays in Project completion, this item also recommends that the Board authorize the Director of the Department to increase the County’s contribution amount under this Cooperative Agreement up to $869,080, in consultation with the Assistant Executive Officer, should the Project’s original cost estimate necessitate an increase.
Execution of the Cooperative Agreement and approval of the Project allows the County to meet its goals and objectives by working with the City to enhance the traffic flow by installing traffic signals, ADA curb ramps, and sidewalks that benefit motorist, bicyclist, and pedestrians.
