RECOMMENDATION(S)
Recommendation
1. Acting as the governing body of the County of San Bernardino (County):
a. Approve the designation of the Economic Development Department as the San Bernardino County “Film Office” pursuant to Section 41.2305 of the County Code.
b. Adopt Resolution, authorizing the use of electronic and facsimile signatures between applicants and County of San Bernardino departments for filming applications and permits to expedite and facilitate the film permitting process.
c. Direct the Interim Director of the Economic Development Department or designee to undertake a review of the current Film Office ordinances, policies, and procedures, and submit any proposed changes to the Board of Supervisors for their consideration at a later date.
2. Acting as the governing body of the San Bernardino County Flood Control District (SBCFCD), adopt Resolution authorizing the use of electronic and facsimile signatures between applicants and the SBCFCD for filming applications and permits to expedite and facilitate the film permitting process.
3. Acting as the governing body of the San Bernardino County Fire Protection District (SBCFPD), adopt Resolution authorizing the use of electronic and facsimile signatures between applicants and the SBCFPD for filming applications and permits to expedite and facilitate the film permitting process.
4. Acting as the governing body of County Service Areas and Zones (CSAs), adopt Resolution authorizing the use of electronic and facsimile signatures between applicants and the CSA for filming applications and permits to expedite and facilitate the film permitting process.
5. Acting as the governing body of the Big Bear Valley Recreation and Park District (BBVRPD), adopt Resolution authorizing the use of electronic and facsimile signatures between applicants and the BBVRPD for filming applications and permits to expedite and facilitate the film permitting process.
6. Acting as the governing body of the Bloomington Recreation and Park District (BRPD), adopt Resolution authorizing the use of electronic and facsimile signatures between applicants and the BRPD for filming applications and permits to expedite and facilitate the film permitting process.

BACKGROUND INFORMATION
On February 2, 1998, the San Bernardino County Board of Supervisors (Board) adopted Ordinance 3712 (Item No. 69) to establish a Film Office to coordinate the issuance of still photography permits and fee processing and encourage such activity within San Bernardino County. Pursuant to Section 41.2305 of the County Code, the Board shall designate a liaison between persons seeking commercial motion filming and still photography permits and the County, which liaison shall be referred to as the “Film Office.” In addition, the Film Office will promote still photography in San Bernardino County, assist production companies in finding suitable locations within San Bernardino County, maintain a location photograph library, coordinate with local businesses for production company support, and serve as a marketing agent for the County.
Since the adoption of the Ordinance establishing a Film Office, the County has traditionally outsourced the Film Office to various organizations. However, beginning July 1, 2019, due to failed contract negotiations with the last entity serving as the Film Office, the Economic Development Department (EDD) began fulfilling the function and role of the Film Office. As such, EDD is requesting that the Board formally designate the department as the Film Office pursuant to Section 41.2305 of the County Code.
The Board’s designation of EDD as the Film Office for the County of San Bernardino will provide the department the opportunity to review and modify the Film Office ordinances, policies and procedures.
To ensure timely processing and continuity of service EDD is requesting that the Board adopt a Resolution authorizing the use of electronic or facsimile signatures for all filming applications and permits. The Film Office oversees filming within the County and, to that end, facilitates the processing of applications and permits by and between international, national, and local film companies and the County as well as the San Bernardino County Flood Control District the San Bernardino County Fire Protection District, County Service Areas and Zones, Big Bear Valley Recreation and Park District and Bloomington Recreation and Park District. Because of the international scope of filming operations in the County, the processing of Film Office applications and permits through the use of electronic or facsimile signatures would significantly expedite the processing of film applications and permits thereby facilitating and promoting commercial filming in the County.
