RECOMMENDATION(S)

Recommendation

1.                     Acting as the governing body of San Bernardino County, approve Amendment No. 3 to Agreement No. 16-490 between San Bernardino County, on behalf of Arrowhead Regional Medical Center, and San Bernardino County Fire Protection District, for the provision of a Medical Director of Emergency Medical Services for San Bernardino County Fire Protection District, extending the term by an additional three years, from January 1, 2024 through December 31, 2026, and increasing the annual compensation from $208,000 to a not-to-exceed amount of $251,680.

FINANCIAL IMPACT

Approval of the amendment will not require the use of Discretionary General Funding (Net County Cost).  The annual compensation not-to-exceed cost of $251,680 to Arrowhead Regional Medical Center (ARMC) by the San Bernardino County Fire Protection District (SBCFPD) will continue to be fully funded by SBCFPD’s various revenue sources. Sufficient appropriation for the cost of this agreement is included in SBCFPD’s 2023-24 budget and will be included in future recommended budgets.  

 

BACKGROUND INFORMATION

SBCFPD provides emergency medical services (EMS) to the residents of the county.  As an EMS provider, SBCFPD requires the services of a physician to serve as its Medical Director of EMS.  The Medical Director provides critical oversight and medical direction to ensure that effective emergency medical care is provided to the public served by SBCFPD. In addition to providing medical oversight and direction, the Medical Director supports EMS personnel and first responders through training, protocol development, and resource deployment advice. 

 

Since 2008, SBCFPD has contracted with ARMC to provide a Medical Director of EMS.  The current agreement, which was approved by the Board of Supervisors/Board of Directors (Board) on June 28, 2016 (Item No. 108), commenced on July 1, 2016, and is scheduled to terminate on December 31, 2023.  To date, the agreement has been amended two times as follows:

 

                     Amendment No. 1, approved by the Board on December 19, 2017 (Item No. 89), with no increase in the annual compensation amount, and extending the term until December 31, 2020.

                     Amendment No. 2, approved by the Board on December 15, 2020 (Item No. 81), increasing the annual compensation to $208,000, and extending the term until December 31, 2023.

 

Approval of Amendment No. 3 will allow SBCFPD to continue to receive the services of a Medical Director of EMS from ARMC from January 1, 2024, through December 31, 2026.  Either party may terminate this agreement, with or without cause, upon 60 days’ written notice to the other party.
