Recommendation
Approve Funding Agreement with the San Bernardino International Airport Authority for the installation of a domestic terminal video display board and an inter-terminal pedestrian walkway, in the amount of $250,000, effective upon execution by both parties through June 30, 2026.

FINANCIAL IMPACT
Approval of this item will not require the use of additional Discretionary General Funding (Net County Cost). On October 21, 2025 (Item No. 69) the Board of Supervisors approved a one-time allocation of $250,000 for enhancement projects at the San Bernardino International Airport (Airport) in Economic Development’s 2025-26 budget. The total allocation of $250,000 will be paid to the San Bernardino International Airport Authority (Authority) for the installation of a domestic terminal video display board and an inter-terminal pedestrian walkway.
BACKGROUND INFORMATION
The Authority is a Joint Powers Authority (JPA) approved by the Board of Supervisors on May 11, 1992 (Item No. 44) and whose members include the County and the cities of Colton, Highland, Loma Linda, and San Bernardino. The Authority operates San Bernardino International Airport (Airport) for the benefit of the members and the public. Section 5 of the JPA allows member agencies to make contributions to support the Authority’s operations.
Under this recommended Funding Agreement, the funds will be used by the Authority for the installation of a domestic terminal video display board and an inter-terminal pedestrian walkway. The installation of the domestic terminal video display board would improve passenger experience by providing visual guidance, enhancing passenger communications and providing real-time updates. The installation of the inter-terminal pedestrian walkway would improve connectivity, convenience, and safety for passengers moving between facilities.
The proposed Funding Agreement with the Authority aligns with the County and Chief Executive Officer’s goals and objectives of operating in a fiscally responsible and business-like manner and working with other agencies and stakeholders by contributing to infrastructure improvements that enhance passenger experience, safety, and economic vitality of the County.
