RECOMMENDATION(S)
Recommendation
1. Approve contract with STOP to provide Global Positioning System tracking services for the Probation Department, in the amount of $6,085,686, for a contract period of September 1, 2024, through August 31, 2029.
2. Approve contract with STOP to provide Global Positioning System tracking services for the Sheriff/Coroner/Public Administrator, in the amount of $2,050,000, for a contract period of September 1, 2024, through August 31, 2029.

FINANCIAL IMPACT
Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). As a result of Assembly Bill (AB) 1869, which eliminated a county’s ability to charge fees for electronic monitoring and work release programs, the 2022-23 State Budget provided $65 million in revenue to backfill counties for the loss of this fee revenue that supported the programs. Adequate appropriation of $1,217,138 and $410,000 for the provision of Global Positioning System (GPS) tracking services has been included in the 2024-25 budget for the Probation Department (Probation), and the Sheriff/Coroner/Public Administrator (Sheriff), respectively. Sufficient appropriation will be included in future recommended budgets for future payments.
BACKGROUND INFORMATION
GPS tracking is a satellite navigation system that allows the user to accurately pinpoint geographic locations. For the past several years, Probation has used GPS tracking services as a supervision tool for a variety of offenders, including gang members and sex offenders. Additionally, Probation uses this technology as a form of house arrest for high-risk juvenile offenders, which reduces the cost to maintain them within the juvenile detention system.
The Sheriff uses GPS tracking services to better monitor minimum security inmates and low-risk offenders eligible for placement in a home detention program, in accordance with California Penal Code Section 1203.016.
PROCUREMENT
On February 6, 2024, Request for Proposals (RFP) No. PROB24-PROB-5087 for GPS tracking services was released through the County’s Electronic Procurement Network (ePRO) requesting interested and qualified vendors to provide GPS tracking services for a five-year contract. Four qualified vendors submitted proposals by the established deadline.

All four proposals met the minimum requirements and were evaluated by a panel consisting of five subject matter experts from Probation and Sheriff. Evaluations were completed based on the selection criteria listed in the RFP, which included qualifications, experience, corporate financials, technical offerings, cost, and references. Securus Monitoring, dba Satellite Tracking of People, LLC (STOP) Monitoring received the highest scoring and is being recommended for contract award.
