RECOMMENDATION(S)
Recommendation
Approve Revenue Agreement (State Agreement No. 25-0039-000-SA) with the California Department of Food and Agriculture, Division of Measurement Standards, to continue to provide inspections of establishments selling or distributing fuels, lubricants and automotive products, on behalf of the State of California, for a maximum reimbursement of $28,800, for the period of July 1, 2025, through June 30, 2026.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The Revenue Agreement (Agreement) in the amount of $28,800 is being provided by the California Department of Food and Agriculture, Division of Measurement Standards (CDFA, DMS). Sufficient appropriation and revenue have been included in the Department of Agriculture / Weights & Measures (AWM) 2025-26 recommended budget.
BACKGROUND INFORMATION
The recommended Agreement with CDFA, DMS will reimburse AWM for performing inspection services related to the Fuels, Lubricants and Automotive Product Program, for a maximum reimbursement of $28,800 for the period of July 1, 2025, through June 30, 2026.
AWM will continue to perform inspections at retail fueling stations to determine compliance with appropriate provisions of the California Business and Professions Code and California Code of Regulations relating to the advertising and labeling of fuels, lubricants and automotive products on behalf of the State. CDFA, DMS determined that these inspections should be performed by counties because of the widespread distribution of establishments offering fuels, lubricants and automotive products and services.
The recommended Agreement aligns with County and Chief Executive Officers goals and objectives to pursue County goals and objectives by working with other agencies with respect to performing inspections for Fuels, Lubricants and Automotive Products Program on behalf of CDFA, DMS and receiving reimbursement for the work performed.
The Board of Supervisors first approved the initial revenue agreement with CDFA, DMS in 1988 to provide inspection services at locations throughout the county and a revenue agreement has since been renewed on a continual annual basis.
