Recommendation
Approve Amendment No. 1 to Revenue Contract No. 23-917 (Commission Contract No. S1042) with the Children and Families Commission for San Bernardino County to provide Community Engagement and Early Child Mental Health Systems Services, increasing the contract by $801,207, from $754,652 to $1,555,859, and extending the contract period by one year for the total contract period of July 1, 2023, through June 30,2025.

FINANCIAL IMPACT
This item does not impact Discretionary General funding (Net County Cost). The recommended Amendment No.1 (Amendment) to the Revenue Contract for Community Engagement and Early Childhood Mental Health System (ECMHS) services in the increased amount of $801,207 is to accommodate inflation and increased cost of living and is funded by the Children and Families Commission for San Bernardino County (Commission). Adequate appropriation and revenue have been included in the Human Services Administrative Claim 2024-25 budget.
BACKGROUND INFORMATION
Children’s Network receives funding from the Commission to provide Community Engagement services, activities, and programs. Community Engagement is designed to help meet the special needs of at-risk infants and children through community partnerships, training, and events. This collaboration provides leadership through an ECMHS Coordinator to establish referral pathways and leverage additional funding to improve the system of service for the prevention of child abuse.
The recommended amendment to extend Revenue Contract 23-917 with the Commission will allow Children’s Network to continue to fund Community Engagement and ECMHS services, activities, and programs, including fatherhood engagement through June 30, 2025. Community Engagement and ECMHS provide information and supportive services to families and other agencies in the community, which include the following activities:
• Organizing and hosting meetings with community partners to identify the community’s needs; ensuring the current resources list is up to date.
• Increasing awareness of topics impacting children (0-5) and their families (child abuse/neglect, autism spectrum disorder education, domestic violence, and father engagement).
• Promoting, organizing, and hosting annual Shine a Light on Child Abuse Awards Breakfast for the professionals, organizations, or other members of the community that have made a difference in serving children 0-5 years of age.
• Facilitating Nurturing Father Program trainings, organizing collaborative networks to educate families, and coordinating accessible and father-friendly support services.
• Developing and facilitating Adverse Child Experiences training for early assessment to ensure proper services and support for at-risk children.
On August 22, 2023 (Item No. 24), the Board of Supervisors approved the Revenue Contract with the Commission to provide Community Engagement services, in the amount of $754,652, for the period of July 1, 2023, through June 30, 2024, with two one-year extension options by mutual agreement of the parties.
