Recommendation
Approve Amendment No. 2 to Employment Contract No. 24-271 with Glen Harris to continue to provide support services to the Third District as a Field Representative I, revising the leave provisions and benefits upon termination, effective November 2, 2024, for an estimated annual cost of $45,963 (Salary - $36,535, Benefits - $9,428).

FINANCIAL IMPACT
Approval of Amendment No. 2 to Employment Contract No. 24-271 will not require the use of additional Discretionary General Funding (Net County Cost). Sufficient appropriation exists within the Third District’s 2024-25 budget to fund the costs related to this employment contract and will be included in future recommended budgets.
BACKGROUND INFORMATION
Staff services to members of the Board of Supervisors (Board) are provided through contractual arrangement, as required by the County Charter.
On March 26, 2024 (Item No. 5), the Board approved Employment Contract No. 24-271 to engage Glen Harris, as a Field Representative I, retroactively effective to March 23, 2024.
On April 23, 2024 (Item No. 4), the Board approved Amendment No. 1 to Contract No. 24-271 to add the option for Mr. Harris to enroll in the County’s 401(k) plan, without a County contribution, and increase the number of hours worked per pay period, retroactively effective April 20, 2024.
Approval of Amendment No. 2 will revise the leave provisions, allowing Mr. Harris to be eligible to accrue Holiday Leave, pursuant to the terms and conditions set forth in the County Exempt Group Working Conditions Ordinance. The Amendment also revises the contract to outline the compensation and leave policies upon separation from the County.
Either party may terminate these contracts at any time without cause with a 14-day prior written notice to the other party. The contract may be terminated for just cause immediately by the County.
