RECOMMENDATION(S)

Recommendation

1.                     Find that the use of Federal Coronavirus Aid, Relief and Economic Security Act Coronavirus Relief Fund (CARES) Act funding to provide disposable masks at no charge to 501(c)3 organizations who do not qualify or have not participated in the County’s COVID-Compliant Business Partnership Program and provide services to San Bernardino County residents, and residents being serviced by the County, is necessary to meet the health and safety needs of the public during the COVID-19 pandemic.

2.                     Approve the use of CARES Act funding, not to exceed $700,000, to provide disposable masks to 501(c)3 organizations who do not qualify or have not participated in the County’s COVID-Compliant Business Partnership Program and have registered in the County’s vendor management system, and to residents obtaining services in County facilities, to assist in stopping the spread of COVID-19.

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost) as the items purchased, not to exceed $700,000, will be funded by the CARES Act.

 

BACKGROUND INFORMATION

In the County, there are hundreds of non-profit organizations, organized and operated under Internal Revenue Code 501(c)(3), that provide charitable services to County residents. The County is committed to assisting County non-profit organizations during the COVID-19 pandemic who don’t qualify or have not participated in the County’s COVID-Compliant Business Partnership Program, by providing disposable masks to reduce the spread of COVID-19 in the County and meet the public health and safety needs of County residents.

 

The County provides a variety of services to County residents and is committed to keeping employees and the public safe during the COVID-19 pandemic. Providing disposable masks to the public the County serves is intended to help reduce the spread of COVID-19 and meet the public health and safety needs of County residents and employees.

 

PROCUREMENT

Due to the pandemic, personal protective equipment has been difficult for many organizations and the public to obtain.  The Purchasing Department procures disposable masks at competitive prices from various suppliers, and will supply 500 disposable masks each to approximately 600 non-profit 501(c)3 organizations who don’t qualify or have not participated in the County’s COVID-Compliant Business Partnership Program and who are registered in the County’s vendor management system. 

 

The Purchasing Department will also supply up to 40,000 masks per week to departments to supply to residents obtaining services in County facilities through December 30, 2020.
