Recommendation
Authorize the addition of seven positions to support the Assessor's Modernized Property Information Management System Enterprise System, under the following classifications:
1. One Business Systems Analyst II, Administrative Services Unit, Range 63, for the estimated annual cost of $136,265 ($97,343 Salary, $38,922 Benefits)
2. Two Programmer Analyst IIs, Administrative Services Unit, Range 63C, for the estimated annual cost of $139,375 each ($97,886 Salary each, $41,489 Benefits each)
3. Three Programmer Analyst IIIs, Administrative Services Unit, Range 67C, for the estimated annual cost of $152,770 each ($108,587 Salary each, $44,183 Benefits each)
4. One Business Applications Manager, Management Unit, Range 71, for the estimated annual cost of $163,208 ($116,928 Salary, $46,280 Benefits)

FINANCIAL IMPACT
Approval of this item may result in the use of additional Discretionary General Funding (Net County Cost). The estimated ongoing cost will be funded beginning in Fiscal Year 2026-27 through anticipated savings resulting from the elimination of central processing unit usage (mainframe) infrastructure costs currently paid to the Innovation and Technology Department (ITD) as modernized Property Information Management System (ModPIMS) will be moving to the Cloud (Azure environment). Currently, the Assessor-Recorder-County Clerk Department (ARC) receives $1.4 million in Net County Cost for ITD mainframe infrastructure costs, and if approved, $1 million will be redirected to the annual cost of the added positions. For current Fiscal Year 2025-26, the department anticipates funding these positions with anticipated savings. While the ARC is not requesting additional Discretionary General Funding at this time, however, a request for additional funding may be included in a future budget report, if necessary.

BACKGROUND INFORMATION
The Assessor Division of the ARC is responsible for locating, describing, and identifying ownership of property within the County; establishing a taxable value for properties subject to taxation; applying applicable legal exemptions; and publishing annual and supplemental assessment rolls. ARC is the main data source for many internal and external public agencies, property owners, and business entities for public records. The Property Information Management System (PIMS), the current Information Technology (IT) system that houses this data, is being modernized to a supportable IT platform that uses current and industry-standard programming languages. The new modernized system will be called ModPIMS.

ARC is requesting the establishment of new positions to provide ongoing support for the ModPIMS software application following the completion and implementation of the modernization project. As a result of this modernization, responsibility for administering the ModPIMS enterprise system will shift from the ITD to ARC. Currently, approximately five Full-Time Equivalents (FTEs) at ITD support PIMS. Therefore, ARC is seeking additional IT positions to ensure sufficient support for this critical system.

ITD will not be supporting the new ModPIMS system, as our department has elected to manage and maintain the platform independently. While ITD has strong expertise in legacy systems such as mainframe and COBOL, ModPIMS is built on a modern technology stack including Azure, C#, and SQL; areas our team is well-equipped to handle directly. This approach allows us to maintain greater control over system performance, development priorities, and long-term scalability.

The complexity of ModPIMS, coupled with its critical role in County operations, necessitates a team with specialized skills in modernized technologies. Without dedicated positions, reliance on temporary personnel would persist, introducing risks related to continuity, system expertise, and long-term support. The proposed staffing structure is designed to establish a stable foundation for ModPIMS administration, aligning with best practices for enterprise IT system management and ensuring uninterrupted service delivery to internal and external stakeholders. A system of this scale and complexity requires dedicated, full-time personnel for effective maintenance and support. The responsibility to manage ModPIMS represents a significant addition to the workload of ARC IT staff, and current staffing levels are insufficient to absorb these increased duties.

If ARC does not receive the requested staffing, it will be necessary to continue employing temporary developers to maintain and support ModPIMS. Given that this software provides essential data to multiple County departments, most notably the Auditor/Treasurer-Tax Collector (ATC), any lapse in proper support would jeopardize the County's ability to collect property taxes in an accurate and timely manner.

Approval of these IT positions will ensure the ARC has sufficient staffing resources post-modernization to continue operational reliability and data integrity.
