Recommendation

Approve Amendment No. 1 to Agreement No. 22-661 with Laboratory Corporation of America, for pathology and histology support services, to increase the contract amount by $225,000, from a not-to-exceed amount of $700,000 to a total not-to-exceed amount of $925,000, with no change to the contract term of July 16, 2022 through July 15, 2027.

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The cost of $225,000 is funded by State Medi-Cal, Federal Medicare, private insurances, and other departmental revenue. Funding sources may change in the future pending any legislative activity related to the repeal and/or replacement of the Affordable Care Act. Adequate appropriation and revenue have been included in the Arrowhead Regional Medical Center (ARMC) 2025-26 budget and will be included in the future recommended budgets.

 

BACKGROUND INFORMATION

Amendment No. 1 to Agreement No. 22-661 with Laboratory Corporation of America (Lab Corp.) will allow ARMC to increase the contract amount to account for the increase of patients that require testing and support the increased volume of specimens that require processing.

 

On July 12, 2022, as the result of solicitation No. ARMC121-ARMC-4039, the Board of Supervisors (Board) approved Agreement No. 22-661 (Agreement) with Lab Corp. for pathology and histology support services in the not-to-exceed amount of $700,000 for the contract period of July 16, 2022 through July 15, 2027.

 

As a result of increased demand, ARMC requires additional pathology and histology support services from Lab Corp. in excess of the previously approved amount of $700,000.  Amendment No. 1 to the Agreement will enable ARMC to continue this support service in an amount not to exceed $925,000.

 

ARMC recommends approval of the Amendment with Lab Corp. to provide for the safety, health and social services needs of County residents by allowing ARMC to maintain access to timely support services from Lab Corp. when the ARMC tissue processor instrument fails, when there is insufficient staff available to complete the processing in the required timeframe, when specialty immunohistochemistry stains are required, or when there is an increase in the volume of specimens that require processing.
