Recommendation
Approve Amendment No. 1 to Agreement No. 23-109 with Net Health Systems, Inc., for a software solution to track employee health data and monitor regulatory compliance, increasing the contract amount by $35,705 from $48,480 to a total not-to-exceed amount of $84,185, and extending the contract period for two years from January 1, 2023 through December 31, 2027.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The cost of $35,705 is funded by State Medi-Cal, Federal Medicare, private insurances, and other departmental revenue. Funding sources may change in the future pending any legislative activity related to the repeal and/or replacement of the Affordable Care Act. Adequate appropriation and revenue have been included in the Arrowhead Regional Medical Center (ARMC) 2025-26 budget and will be included in future recommended budgets.
BACKGROUND INFORMATION
Approval of Amendment No. 1 to Agreement No. 23-109 with Net Health Systems, Inc. (Net Health), will allow ARMC to use their software for the ARMC Employee Health Service database. The software maintains a separate database for healthcare personnel records as required per California Code of Regulations (CCR) Title 22 Section 70723.
The software allows for easy retrieval of records to satisfy follow-up of communicable disease exposures and other internal and external reports. The software currently interfaces with Employee Management and Compensation System (EMACS) for work related information and the California Immunization Registry (CAIR) for reporting immunizations at the state level.
On February 28, 2023 (Item No. 6), as the result of a non-competitive procurement, the Board of Supervisors approved Master Agreement 23-109 with Net Health including non-standard terms, for a software solution to track employee health data and monitor regulatory compliance, for a total amount not-to-exceed $48,480, for the contract period of January 1, 2023 through December 31, 2025
ARMC recommends the approval of the Amendment to the Agreement with Net Health to ensure the continued provision of medical record retrieval services necessary and support patient follow-up appointments and continuity of care.
