RECOMMENDATION(S)
Recommendation
1. Adopt Resolution, as required by the California Department of Transportation, for the submission of two Airport Improvement Program Matching Grants in the total amount of $79,800, comprising of:
a. Grant for the Chino Airport Taxiway Standardization Design Project, in the amount of $49,800 and
b. Grant for the Barstow-Daggett Airport Layout Plan Update Project, in the amount of $30,000.
2. Authorize the Director of the Department of Airports to electronically submit and execute the grant applications referenced in Recommendation No. 1, and any other non-substantive documents required to apply for said funds from the California Department of Transportation Airport Improvement Program Matching Grant Program, subject to County Counsel review.
3. Direct the Director of the Department of Airports to transmit the grant applications referenced in Recommendation No. 1 to the Clerk of the Board of Supervisors within 30 days of execution.

FINANCIAL IMPACT
Approval of this item will not require the use of Discretionary General Funding (Net County Cost). The California Department of Transportation (Caltrans) Airport Improvement Program (AIP) Matching Grant (Matching Grant) provides funding towards the local match requirement of a Federal Aviation (FAA) AIP Grant to qualifying sponsors. The Matching Grant provides up to five percent of the FAA grant with a $150,000 per project maximum.
On August 8, 2025, the Director of the Department of Airports (Department) executed the FAA grant agreement for the Chino Airport Taxiway Standardization Project 25-2 (CNO Project), and on September 12, 2025 the Director of the Department executed the FAA grant agreement for the Barstow-Daggett Airport Layout Plan Update 25-1 (DAG Project) under the delegated authority granted by the Board of Supervisors (Board) on May 20,2025 (Item No. 106).
The cost of the CNO Project is estimated at $1,094,800, with $49,800 to be funded by a Matching Grant, if awarded. The cost of the DAG Project is estimated at $631,579, with $30,000 to be funded by a Matching Grant, if awarded. Project funding and sources are illustrated in the table below:

BACKGROUND INFORMATION
Approval of this item will adopt a Resolution, as required by Caltrans regulations, authorizing the Director of the Department to electronically submit two Matching Grant applications, and any other non-substantive documents required to apply for the Matching Grants in the total amount of $79,800, comprising a grant of $49,800 for the CNO Project and $30,000 for the DAG Project.
On May 20, 2025 (Item No. 106), the Board, acting on behalf of San Bernardino County (County) and County Service Area 60 - Apple Valley Airport, received a list of anticipated Airport Capital Improvement Projects (ACIP) at eligible airports managed by the Department. The Board also authorized the Director of the Department to execute and submit FAA standard forms of pre-applications, applications, fund transfer requests, and award agreements for ACIP projects through the period ending on September 30, 2027, in an amount, per project, not to exceed the total anticipated funding from the FAA as set forth in the ACIP list. As part of that action, the Board directed the Department to provide quarterly reports listing all FAA grant agreements executed under this delegated authority.
On November 18, 2025, a related item will be presented to the Board reporting the FAA Airport Infrastructure Grant Agreements executed by the Director of the Department under delegated authority for the period ending September 30, 2025. The report included FAA grants for the CNO Project and the DAG Project.
The cost of the CNO Project is estimated at $1,094,800, which will be funded in substantial part by a FAA grant of $1,045,000. The remaining cost of $49,800 would be funded by a Matching Grant. The cost of the DAG Project is estimated at $631,579, which will be funded in substantial part by an FAA grant of $600,000 with $1,579 to be paid by the Department as part of its 2025-26 budget. The remaining cost of $30,000 would be funded by a Matching Grant.
Matching Grant funds are limited to projects in the planning phase and ready to commence upon securing the funds. The CNO Project and the DAG Project are on hold to begin pending grant award and approval.
Approval of Recommendation No. 2 will authorize the Director of the Department to electronically submit the grant applications referenced in Recommendation No. 1, and any other non-substantive documents required to apply for the grant funds as required by the California Department of Transportation. The Director of the Department of Airports will transmit the grant applications referenced in Recommendation No. 1 to the Clerk of the Board of Supervisors within 30 days of execution.
Airports will return to the Board to accept funding and for approval of the Matching Grant award agreements.
Both projects will allow for future planning and construction to improve the safety and efficient use of these airports for the public.
