Accept allocation and approve acceptance of award (Grant Award No. 2336ADDF00) from the California Department of Public Health Tuberculosis Control Branch, for the Enhanced Prevention and Control Project, for tuberculosis prevention and control activities, in the amount of $20,000, for the retroactive period of July 1, 2023 through June 30, 2024.

FINANCIAL IMPACT

This item does not impact Discretionary General Funding (Net County Cost). The one-time supplemental allocation (Grant Award No. 2336ADDF00) in the amount of $20,000 from the federal Centers of Disease Control and Prevention (CDC), that passes through the California Department of Public Health Tuberculosis Control Branch (CDPH), for the Enhanced Prevention and Control Project (Project), does not require a local match. Adequate appropriation and revenue have been included in the Department of Public Health’s (DPH) 2023-24 budget.

 

BACKGROUND INFORMATION

DPH has received Project grant funding since 1948 to support countywide prevention efforts to control the spread of Tuberculosis (TB). DPH will use the one-time allocation to supplement current funding and conduct additional TB prevention and control activities that included training, program supplies, and other supportive services to assist with the treatment of TB patients.  Supportive services include Food, Shelter, Incentives, and Enablers (FSIE). One of the goals of the Project is to provide supportive measures to enhance TB treatment compliance and support successful completion of therapy for patients with confirmed TB, suspected TB, and their contacts. This funding allows for practical items to be provided to ease TB treatment adherence, ranging from transportation assistance to food and shelter for patients who are homeless or at risk of becoming homeless.

 

The funds will be fully expended within the agreement term, as they will be used to cover excess costs retroactive to July 1, 2023. The demand for FSIE exceeded the annual base Project funding due to an increase in the number of TB cases reported in the county. More than 1032 investigations of suspected TB cases were conducted in 2023 resulting in 72 cases of active TB identified, which required case management. Moreover, many patients required housing support, resulting in additional expenses. CDPH routinely offers supplementary funding to jurisdictions surpassing the established base Project funding amount.

 

On July 25, 2023 (Item No. 41), the Board of Supervisors approved and authorized the grant award notice (Award No. 2336BASE00/2336FSIE00) from CDPH for TB Control Local Assistance funding, in the amount of $395,129, for the period of July 1, 2023 through June 30, 2024.

 

On March 8, 2024, DPH received a supplemental allocation grant award letter (Grant Award No. 2336ADDF00) from CDPH for the Project in the amount of $20,000, for the retroactive period of July 1, 2023 through June 30, 2024. This item is being presented at this time, as this is the first available date following the required operational, fiscal, and legal reviews. Approval at this time will have no impact on DPH’s TB services or activities.
