RECOMMENDATION(S)

Recommendation

Approve Amendment No. 1, effective May 1, 2020, to non-financial Memorandum of Understanding (Contract No. 17-204) with Victor Community Support Services, Inc. to provide staff training to Preschool Services Department teachers in social-emotional development and behavioral challenges for low-income families, extending the contract period an additional two years, for the total contract period of May 1, 2017 through April 30, 2022.

FINANCIAL IMPACT

The Memorandum of Understanding (MOU) is non-financial in nature and as such, does not impact Discretionary General Funding (Net County Cost).

 

BACKGROUND INFORMATION

Victor Community Support Services, Inc. provides training to approximately 100 Preschool Services Department (PSD) teachers to better understand the triggers of challenging behavior and how to redirect children displaying challenging behaviors.  Children that display significant social-emotional and self-regulation challenges have been linked to high levels of stress that families experience when living in poverty.  As a result, teaching staff require continual support and educational opportunities to learn about managing children with challenging behaviors to reduce of disruptive behavior in the classroom and maintain a classroom environment that is more conducive to learning.  The recommended amendment to the MOU with Victor Community Support Services, Inc. will allow PSD to continue to provide the necessary staff training through April 30, 2022.

 

On April 18, 2017 (Item No. 30), the Board of Supervisors (Board) approved the non-financial MOU with Victor Community Support Services, Inc. to provide staff training to PSD teachers in social-emotional development and behavioral challenges for low-income families, for the period of May 1, 2017 through April 30, 2020.

 

PSD provides Head Start, Early Head Start, and State Preschool programs that include comprehensive child development and family services comprised of education, health, nutrition, parent involvement, and psychological services for children ages 0 to 5 and their families.  The overall goal of these programs is to increase the health and school readiness of disadvantaged children and increase the self-sufficiency of low-income families.  Head Start and State Preschool programs have been operating in San Bernardino County since 1965.  Since 1999, PSD has provided these programs through a combination of direct and contracted services.

 

This item is being presented at this time as it was postponed from an earlier scheduled Board date due to the COVID-19 stay at home order resulting in a delay of receiving the signed amendment to the non-financial MOU from the contractor.  The signed amendment has since been provided and includes the effective date of May 1, 2020.  Board approval at this time will not impact PSD’s staff training activities.
