Recommendation

Approve Revenue Interim Use Permit with Total Production Group, Inc., for the full closure of the Mojave Narrows Regional Park in the City of Victorville, from May 1, 2026 through May 3, 2026, to hold the Mojave Music Festival on May 2, 2026, from 3:00 PM until 11:00 PM, for a minimum total revenue of $32,098.62.

FINANCIAL IMPACT

Approval of this item does not require the use of Discretionary General Funding (Net County Cost). Under this Revenue Interim Use Permit (Permit), Total Production Group, Inc. (Permittee) will pay the Regional Parks Department (Department) a minimum total of $32,098.62 in fees for the full park closure at Mojave Narrows Regional Park (Park) for three days for set-up and tear down, for the Mojave Music Festival Event (Event), as detailed in the table below. The following fees are consistent with the Board of Supervisor’s (Board) approved 2025-26 fee schedule:

The Permittee will also submit a $10,900 refundable deposit to be used to pay for any damages incurred due to the Permittee’s use of Park during the Event. The Permittee will be responsible for obtaining all necessary permits, licenses, and applicable approvals and securing the required insurance for the Event.  Adequate appropriation and revenue will be included in the Department’s 2025-26 recommended budget.

 

BACKGROUND INFORMATION

The Department operates and maintains eight regional parks, including this Park in the City of Victorville, and provides for the rental of park property through Board approved fees. The recommended Permit between the Department and the Permittee allows for a full park closure to host the Mojave Music Festival on May 2, 2026, from 3:00 PM until 11:00 PM, with related set up from May 1, 2026, through May 3, 2026, whereby the Department will receive a minimum revenue of $32,098.62.

 

The Permittee is dedicated to celebrating and supporting the local community by providing fun, engaging musical and cultural entertainment. The Event is a one-day outdoor music festival scheduled for May 2, 2026, featuring live music and a variety of vendors.

 

The Permittee previously hosted an event at Prado Regional Park from June 10-18, 2024, which celebrated elements of Southeast Asian culture through food, vendors, history and art showcases, and an outdoor concert featuring various artists.

 

This recommended Permit aligns with the County and Chief Executive Officer’s goals and objectives to operate in a fiscally-responsible and business-like manner by allowing the Department to leverage its amenities and land to raise revenue to support park maintenance and development.
