RECOMMENDATION(S)

Recommendation

Adopt a Resolution that:

1.                     Establishes a “No Parking” zone of commercial vehicles having a manufacturer’s gross vehicle weight rating exceeding 10,000 pounds, pursuant to County Code § 52.0128(a), on Portola Street in the Muscoy Area. 

2.                     Directs the County Road Commissioner to place appropriate signs specifying applicable prohibitions on such streets or entrances to the limited access residential communities thereof and to perform such acts as are necessary to implement the terms of the Resolution.

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The estimated cost of $1,000 to install the appropriate signs, as well as minor administrative costs to update the Department of Public Works (Department) records, will be financed by Gas Tax revenue. Sufficient appropriation and revenue are included in the Department’s 2024-25 Road Operations budget (6650002000).

 

BACKGROUND INFORMATION

A request was made by a resident in the Muscoy area to limit commercial parking along Portola Street. In response to the request, the Department conducted a traffic engineering investigation to assess the parking conditions on Portola Street. During the department’s evaluation, it was found that the roadway on Portola Street east of June Street in the Muscoy area was mostly residential and classified as a local street according to the County Maintained Road System. It was further determined that commercial trucks were parking along residential portions of a County maintained roadway. The investigation found that semi-truck tractors parked along Portola Street idled overnight, leading to noise complaints from nearby residents. Additionally, residents reported the smell of exhaust outside their homes due to the trucks' continuous idling.      Accordingly, due to conditions affecting the welfare and safety of the public utilizing Portola Street and pursuant to the findings of a traffic engineering investigation, the Department recommends establishing “No Parking” zones for commercial vehicles having a gross weight rating exceeding 10,000 pounds on Portola Street pursuant to County Code § 52.0128(a).

 

The proposed Resolution will also direct the Road Commissioner to perform such acts as are necessary to implement the Resolution, which includes posting signage pursuant to County Code § 52.0128(a), to assist in improving the safety of the motorists traveling along the roadway.

 

This item aligns with the County and the Chief Executive Officer’s goals and objectives to provide for the safety of the traveling public by restricting parking on this stretch of roadway.
