RECOMMENDATION(S)
Recommendation
1. Approve and authorize the submission of a grant application to the United States Department of Health and Human Services, Health Resources and Services Administration for the Ryan White Part C HIV/AIDS Capacity Development Program, in the amount of $150,000, for the period of September 1, 2024 through August 31, 2025.
2. Authorize the Chair of the Board of Supervisors, Chief Executive Officer, or Director of the Department of Public Health to execute and submit the grant application referenced in Recommendation No. 1, and all application documents required to receive the grant award, on behalf of the County, subject to review by County Counsel.
3. Direct the Director of the Department of Public Health to transmit the grant application to the Clerk of the Board of Supervisors within 30 days of execution.

FINANCIAL IMPACT
This item does not impact Discretionary General Funding (Net County Cost). The United States Department of Health and Human Services, Health Resources and Services Administration (HRSA), Ryan White Part C, HIV/AIDS Capacity Development Program (Ryan White Part C) grant in the amount of $150,000 does not require a match. If awarded, DPH will return to the Board of Supervisors for award acceptance. Adequate appropriation and revenue will be included in the Department of Public Health’s (DPH) 2024-25 and 2025-26 recommended budgets.
BACKGROUND INFORMATION
HRSA provides the Ryan White Part C grant to local health jurisdictions to strengthen organizational capacity to increase access to high-quality human immunodeficiency virus (HIV) primary healthcare and support services for low-income and underserved individuals with HIV.
To the extent DPH is awarded the grant, the funds will be used for the purchase of specialty dental equipment to expand dental services provided to HIV-positive patients living within San Bernardino County. Currently, DPH provides dental services to HIV patients through the department’s Federally Qualified Health Centers (FQHCs), in the cities of San Bernardino, Ontario, and Hesperia. However, the FQHCs do not have a soft tissue dental laser system used to treat HIV positive patients who have viral lesions due to periodontitis. Because of this lack of equipment, patients must be referred to an outside dental provider which often causes delays in care. By purchasing this equipment, HIV patients can receive a broader scope of services, reducing outside referrals. In 2023, DPH provided 208 dental visits to HIV positive patients.
On February 16, 2024, HRSA provided a Notice of Funding Opportunity for a one-time Ryan White Part C grant, in the amount of up to $150,000, for the period of September 1, 2024 through August 31, 2025. The application is due to HRSA by April 16, 2024. If awarded, DPH will return to the Board of Supervisors for formal acceptance.
