RECOMMENDATION(S)

Recommendation

1.                     Authorize the Department of Public Health to accept the donation of one unbudgeted Bio-Rad Evolis Automated Immunoassay Analyzer instrument for the use of blood tests and make budget adjustments to cover a one-time transportation cost not to exceed $15,000.

2.                     Authorize the Auditor-Controller/Treasurer/Tax Collector to post budget adjustments, as indicated in the Financial Impact section (Four votes required).

FINANCIAL IMPACT

This donation will not result in the use of additional Discretionary General Funding (Net County Cost). There is a one-time cost, not to exceed, $15,000, to transport the Bio-Rad Evolis Automated Immunoassay Analyzer (Evolis) instrument from its current location in the Shasta County Public Health Laboratory and install it at the Department of Public Health (DPH) Laboratory. Once the Evolis instrument is re-certified by Bio-Rad, the DPH Laboratory will enter into a service agreement with Bio-Rad. DPH requests the following 2022-23 budget adjustments:

BACKGROUND INFORMATION

Acceptance of the donated Evolis instrument from the Shasta County Public Health Laboratory will allow the DPH Laboratory to conduct an additional 8,000 blood tests per year, representing approximately 50% of the DPH Laboratory’s current non COVID-19 testing volume. The DPH Laboratory currently owns an Evolis instrument, purchased in late 2020, which is in nearly continuous daily use for QuantiFERON, hepatitis, syphilis, and HIV testing. The quantity of blood tests performed by the DPH Laboratory is expected to increase in support of hospital and clinic operations. In addition, the DPH Laboratory does testing for other agencies and bills on a fee-for-service basis. The additional Evolis instrument will allow DPH to maintain or increase laboratory testing, thus potentially increasing revenue to support the upkeep costs of owning the donated instrument. A second Evolis instrument would ensure continued rapid testing turnaround time and serve as a backup in case of equipment failure.

 

On March 29, 2023, the Shasta County Public Health Laboratory communicated its desire to donate the Evolis instrument to the DPH Laboratory; this instrument was unused except for original installation and testing in early 2022.

 

The one-time transportation cost of $15,000 is due to the size and weight (weighs approximately 200 pounds) of the Evolis instrument. Per County Policy 06-01 and Standard Practice 06-01 SP, Board of Supervisors approval is required to accept gifts or donations valued over $10,000. The Evolis instrument is currently valued at approximately $56,000, which will be waived for this donation.
