Approve Agreement with Best Delivery, LLC for courier services, in the not-to-exceed amount of $1,250,000, for the period of July 1, 2025 through June 30, 2030.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The cost of $1,250,000 is funded by the State Medi-Cal, Federal Medicare, private insurances, and other departmental revenue. Funding sources may change in the future pending any legislative activity related to the repeal and/or replacement of the Affordable Care Act. Adequate appropriation and revenue have been included in the Arrowhead Regional Medical Center (ARMC) 2025-26 recommended budget and will be included in future recommended budgets.
BACKGROUND INFORMATION
Approval of this Agreement will allow ARMC to continue to utilize the services of Best Delivery, LLC (Best Delivery) for courier services for the transport of specimen, pharmaceuticals, and sterile equipment. The courier services are used to transport and deliver the items between County facilities, outside laboratories, nursing facilities, and other regional health care agencies, which offer a specialized, efficient, reliable, and compliant solution for transporting a wide range of critical medical materials.
ARMC recommends approval of this Agreement to provide for the safety, health and social service needs of county residents and contribute to better patient care, streamlined operations, and cost savings.
PROCUREMENT
On October 22, 2025, Request for Proposal (RFP) No. ARMC125-ARMC-5615 for courier services for specimens, pharmaceuticals, and instrumentation was released through the County’s Electronic Procurement Network (ePro). One proposal from Best Delivery was received in response to the RFP. Evaluation of the proposal was completed by a committee comprised of representatives from ARMC’s Laboratory Services, Pharmacy, and Sterile Processing Departments. The proposal was evaluated based on the criteria of qualification, experience, technical, cost, and references. The evaluation committee determined that Best Delivery met ARMC’s needs and recommended them for a contract.
