Recommendation

Acting as the governing body of the San Bernardino County Fire Protection District, approve Amendment No. 2 to Revenue Agreement No. 19-545 with the San Bernardino International Airport Authority, increasing the annual contract amount by $111,079 (from $859,497 to $970,576) to compensate San Bernardino County Fire Protection District for providing aircraft fire crash rescue and other fire protection services at the San Bernardino International Airport in 2021-22, with all other terms of the contract remaining in effect through June 30, 2023.

FINANCIAL IMPACT

Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). In accordance with this amendment, the San Bernardino County Fire Protection District (SBCFPD) shall receive compensation from the San Bernardino International Airport Authority (SBIAA) of $970,576 in 2021-22 for providing aircraft fire crash rescue and other fire protection services at the San Bernardino International Airport.  This amount represents a $111,079 increase from prior year that includes additional costs resulting from the following:

                     Approved MOU’s between SBCFPD and the labor unions.

                     Retirement rate adjustments.

                     Increased Workers Compensation Insurance.

 

Revenue and appropriation for this agreement are included in SBCFPD’s 2021-22 budget and will be included in future recommended budgets as appropriate.

 

BACKGROUND INFORMATION

On August 6, 2019 (Item No. 49), the Board of Directors (Board) approved Agreement No. 19-545 (Agreement) with SBIAA for SBCFPD to receive annual compensation (including $775,254 in 2019-20) for providing aircraft fire crash rescue and other fire protection services at the San Bernardino International Airport (Airport).  The Agreement, which has a term ending on June 30, 2023, also allows SBCFPD to lease a building at the Airport in the amount of $1.00 per year for use as a fire station, as well as utilize SBIAA-owned apparatus/equipment for fire station operations.

 

On July 14, 2020 (Item No. 57), the Board approved Amendment No. 1 to the Agreement that increased the annual contract amount by $84,243 (from $775,254 to $859,497) as compensation to SBCFPD for services provided in 2020-21.

 

Section 7(c) of the Agreement allows for annual cost adjustments for salaries/benefits and other operating expenses.  As referenced in the Financial Impact Section, SBCFPD’s costs of providing services to SBIAA are increasing for 2021-22.  Approval of Amendment No. 2 will therefore increase the amount of the Agreement by $111,079 (from $859,497 to $970,576) to compensate SBCFPD for its additional costs in 2021-22. All other terms of the Agreement remain the same.
