RECOMMENDATION(S)

Recommendation

1.                     Approve the purchase of a marine sonic explorer, as an unbudgeted fixed asset, in the total amount of $75,000, for the Colorado River Station.

2.                     Approve the purchase of a ring light attachment for a forensic camera system, as an unbudgeted fixed asset, in the total amount of $20,000, for the Scientific Investigations Division.

3.                     Approve the purchase of the following unbudgeted fixed assets for operations:

a.                     46 Breath Alcohol Testing Instruments - $552,000

b.                     50 Night Vision Binoculars - $450,000

c.                     Seven Ballistic Shields - $36,001

4.                     Authorize the Auditor-Controller/Treasurer/Tax Collector to post adjustments to the Sheriff/Coroner/Public Administrator’s 2023-24 budget, as detailed in the Financial Impact section (Four votes required).

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The Sheriff/Coroner/Public Administrator (Department) received one-time augmentation funds from the California Department of Parks and Recreation, Division of Boating and Waterways (DBW), Financial Aid Program in the amount of $168,813 to fund operations, including the purchase of a marine sonic explorer, and to replace outdated equipment.

 

The purchase of the ring light attachment, in the amount of $20,000, will be funded by the Edward Byrne Memorial Justice Assistance Grant Program (JAG).  The purchase of the 46 breath alcohol testing instruments, 50 night vision binoculars, and the seven ballistic shields, in the total amount of $1,038,001, will be funded by Asset Forfeiture funds (4430002384).

 

The Department requests the Auditor-Controller/Treasurer/Tax Collector post the net adjustments to the 2023-24 budget, as detailed below:

BACKGROUND INFORMATION

On February 14, 2024, the Department received notification from DBW of one-time augmentation funding in the amount of $168,813to fund boating operations.  The Department operates and maintains the necessary equipment and personnel at the Colorado River to provide enforcement of boating regulations, assistance to boaters in distress, and for search and rescue operations.  DBW annually reallocates its savings to counties to further assist with the counties’ operations.  The additional funding will allow the Department to replace boat engines and equipment and to purchase one marine sonic explorer used in recovery operations of drowned persons and to assist with the provision of services.

 

The Scientific Investigations Division provides laboratory services to all law enforcement agencies in San Bernardino County.  The purchase of the ring light attachment for the forensic camera will enhance the quality of pictures for detection of biological fluids, fibers and hairs. The purchase of the 46 breath alcohol testing instruments will allow the Department to replace its current instruments that were purchased in 2012.  The usual life expectancy of the instruments is 10 years.  Replacing the instruments will help ensure court-accepted, evidence-based breath alcohol testing results. 

 

The Department’s Specialized Enforcement Division (SED) is the only full-time tactical team in the County, and one of five tactical teams in Southern California that meets the National Tactical Officers Association’s Tier I guidelines.  SED has advanced tactical capabilities, such as hostage rescues, high-risk open-air operations, rope rescue/mountaineering, explosive breaching, high-risk search and rescue, aerial operations, and tactical emergency medical services. The national standard for operational capabilities requires Tier I tactical teams to be capable of handling their missions during both daytime and nighttime conditions.  The purchase of night vision binoculars and ballistic shields will allow the Department to replace its outdated equipment, which has exceeded its useful life.
