Recommendation

Approve Revenue Interim Use Permit with Run for Your Life for the use of a portion of Mojave Narrows Regional Park for ten days, June 15, 2020 through June 19, 2020 and June 21, 2020 through June 24, 2020 and a full park closure on Saturday, June 20, 2020 to hold the Run For Your Life 3.5 mile obstacle race event, for total revenue in the amount of $17,166.

FINANCIAL IMPACT

Approval of this Revenue Interim Use Permit (Permit) does not require the use of additional Discretionary General Funding (Net County Cost). Under this Permit, Run for Your Life (Permittee) will pay the Regional Parks Department (Department) $17,166 in use fees for the use of Mojave Narrows Regional Park (Park) as detailed in the below table:

Permittee also agrees to pay $50 per food vendor and $25 per non-food vendor.  All fees charged to the Permittee are consistent with the 2019-20 Board approved fee schedule.  Permittee will also submit a $10,000 deposit to be used to pay for any damages incurred due to the Permittee’s use the Park during the event. Permittee will be responsible for obtaining all necessary permits, licenses and applicable approval s as well as securing the required insurance for this event. Adequate appropriation and revenue have been included in the Department’s 2019-20 budget. 

 

BACKGROUND INFORMATION

The Department operates and maintains nine regional parks including Mojave Narrows Regional Park, located in Victorville, California, and provides for the rental of park property through Board approved fees. The recommended Permit between the Department and Permittee allows for the use of the Park wherein the Department will receive a total of $17,166.  Run for Your Life is a 3.5 mile obstacle race promoting health and fitness.  Participants and their spectators will enjoy food and merchandise vendors, a live DJ and opportunities for information on health and fitness related topics. 10,000 attendees are anticipated for this event.  

 

This recommended Permit aligns with the County and Chief Executive Officer Goal and Objective to Operate in a Fiscally-Responsible and Business-Like Manner by allowing the Department to leverage its amenities and land to raise revenue to support park maintenance and development.
