Recommendation
Adopt Resolution that:
1. Establishes a multi-way stop at the intersection of Sterling Avenue and Marshall Boulevard in the Del Rosa area, pursuant to County Code Section 52.0111(a).
2. Directs the County Road Commissioner to perform such acts as necessary to implement the terms of the Resolution.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The estimated cost of $1,500 to install the appropriate signs, as well as minor administrative costs to update the Department of Public Works (Department) records, will be financed by Gas Tax revenue. Sufficient appropriation and revenue are included in the Department’s 2024-25 Road Operations budget (6650002000).
BACKGROUND INFORMATION
In response to public concerns about traffic safety, the Department conducted a traffic engineering investigation to evaluate the need for a multi-way stop (four-way stop) at the intersection of Sterling Avenue and Marshall Boulevard in the Del Rosa area.
Sterling Avenue, classified as a Major Highway under the County Maintained Road System (CMRS), runs north-south with two travel lanes in each direction. Marshall Boulevard, a Secondary Highway, runs east-west with one travel lane in each direction. The intersection falls under the shared jurisdiction of the City of San Bernardino (City) and San Bernardino County (County). Currently, only eastbound and westbound traffic on Marshall Boulevard is stop-controlled, while northbound and southbound traffic on Sterling Avenue has no stop-control.
The traffic engineering investigation determined that conditions at the intersection warrant a multi-way stop. Based on these findings, the Department recommended installing a multi-way stop and shared this recommendation with the City’s engineering staff. The City reviewed the findings and concurred with the recommendation. Accordingly, the Department recommends that the Board of Supervisors (Board) establish a multi-way stop at this intersection. Implementing this measure will enhance public safety for motorists and pedestrians traveling through or crossing along the intersection of Sterling Avenue and Marshall Boulevard.
Both the City and County will be responsible for installing the appropriate traffic control devices within their respective jurisdictions. This action aligns with the County and the Chief Executive Officer’s goals and objectives to enhance public safety, health, and well-being by implementing County Code Section 52.0111(a), which grants the Board authority to establish stop intersections based on traffic engineering investigations.
Additionally, the proposed Resolution directs the County Road Commissioner to take the necessary steps to implement this decision, including posting stop signs as required by County Code Section 52.0111(c). These measures will improve traffic safety for all road users traveling through the intersection.
