Approve Amendment No. 1 to Contract No. 23-521 with San Diego State University Research Foundation, for Social Worker training services, amending the Scope of Work and Fiscal Provisions, with no change to the total contract amount of $8,288,472 or the contract period of July 1, 2023 through June 30, 2026.

FINANCIAL IMPACT
This item does not impact Discretionary General Funding (Net County Cost). The Amendment has no additional financial impact as it is only amending the scope of work and fiscal provisions with no change to the total contract amount. The total cost of this contract will not exceed $8,288,472 and will be funded through the Child Welfare Services Allocation, which is 50% federal ($4,144,236) and 50% Realignment ($4,144,236). Adequate appropriation and revenue have been included in the Human Services Administrative Claim 2025-26 recommended budget.
BACKGROUND INFORMATION
On June 13, 2023 (Item No. 28), the Board of Supervisors approved Contract No. 23-521 with San Diego State University Research Foundation (SDSURF) to provide social worker training and services for Children and Family Services (CFS) staff in a total amount not to exceed, $8,288,472, for the period of July 1, 2023 through June 30, 2026.
SDSURF provides training courses for CFS staff members through its Child Welfare Development Services (CWDS). CWDS is one of four Title IV-E funded regional training academies in the State of California. CWDS provides workforce development training, coaching, technical assistance, implementation planning and support, leadership and organizational development, to meet the organizational and workforce demands of the Southern Region (Imperial, Orange, Riverside, San Bernardino, and San Diego counties).
CWDS works in partnership with the California Social Work Education Center and the California Department of Social Services to provide mandated, culturally relevant, practice-based training to child welfare workers.
Approval of this Amendment with SDSURF updates the budget table for 2025-26 and the scope of work under the Training and Development Services by reallocating to reflect current training needs and deliverables, with no change to the total contract amount or term. The additional deliverable includes curriculum development for Fatherhood Engagement. This training component will enhance social workers’ ability to engage fathers in case planning, support family reunification efforts, and improve child and family outcomes.
