Receive and file the 2025 Housing Element Annual Progress Report, containing housing production data for calendar year 2024 as required by the California Department of Housing and Community Development.

FINANCIAL IMPACT

Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). There is no financial impact to receive and file this Housing Element Annual Progress Report (APR).

 

BACKGROUND INFORMATION

Each city and county in California is required to prepare an APR on the jurisdiction’s progress in implementing its housing element (Government Code Section 65400). The Housing Element APR fulfills statutory requirements to report certain housing information, including: the local agency’s progress in meeting its share of regional housing needs (i.e., applications, entitlements, permits and certificates of occupancy), certain rezoning activities, actions taken towards completion of housing element programs, and local efforts to remove governmental constraints to the development of housing.

 

The APR must be submitted to the California Department of Housing and Community Development and the Governor’s Office of Planning and Research in April of each year. The County’s full report is included as an attachment to this item. Below is a summary of relevant housing information and actions taken towards the completion of housing element programs:

 

Dwelling Units: Include construction and/or placement of 375 single-family dwellings, 94 mobile home/manufactured homes, and 116 accessory dwelling units in the unincorporated areas of the County in 2024.

 

Zoning Amendments: Bloomington Commercial Center Project (in the Fifth Supervisorial District). This zoning amendment changes the designation of the Bloomington Commercial Center site from Rural Living (5-Acre Minimum Lot Area) to General Commercial. In October 2020, the San Bernardino County Board of Supervisors adopted the Countywide Plan (General Plan), introducing the Two Map System, which consists of a Land Use Plan Map and a Zoning Map to guide land use decisions. While the General Plan had already designated the site as Commercial, the zoning map had not been updated accordingly. This amendment corrects the discrepancy, ensuring consistency with the General Plan’s goals and policies.

 

2024 Completed Housing Element Effort: Program 4 - Short-Term Rental Study: The Short-Term Rental Study was finalized and presented to the Board on June 11, 2024 (Item No. 121). The Board approved the recommended action to receive the report, which evaluated the impact of short-term rentals on the housing supply in unincorporated San Bernardino County.

 

The County remains compliant with the implementation of the Housing Element.
