RECOMMENDATION(S)

Recommendation

Adopt a Resolution that:

1.                     Establishes a “No Stopping, Standing or Parking Zone” pursuant to County Code section 52.0118(a), along the entire length of the south sides of Jimmie Johnson Drive, Jeff Gordon Drive, Dreamland Drive, Sunset Drive and France Family Road, in the Fontana area.

2.                     Direct the County Road Commissioner to perform such acts as necessary to implement the terms of the Resolution.

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The proposed Resolution will not result in significant costs to the Department of Public Works- Special Districts (Department). The developer will pay for the installation of the “No Stopping, Standing or Parking Zones” signage, and ongoing maintenance of the signage will be funded through the Communities Facility District No. 2025-1 approved by the Board of Supervisors on April 29, 2025 (Item No. 89).

 

BACKGROUND INFORMATION

The Speedway Commerce Center II Improvement Project (Project) is improving streets, storm drains, signing and striping, and traffic signals. The Project encompasses approximately 433 acres on a site located in unincorporated San Bernardino County north of San Bernardino Avenue, south of Whittram Avenue, west of Cherry Avenue, and east of the San Sevaine channel. Previously developed as the Auto Club Speedway, the Project is in the process of constructing approximately 6.6 million square feet of high-cube warehouse and e-commerce warehouse uses and approximately 12 acres of commercial uses. The Project site is being developed simultaneously with a new competitive raceway, onsite roadways, greenbelts, and traffic infrastructure. New onsite roadways to be constructed include Jimmie Johnson Drive, Jeff Gordon Drive, Sunset Drive, Dreamland Drive, and France Family Road (Roadways).

 

A traffic engineering investigation, dated January 21, 2026, was prepared by Albert A. Webb Associates and certified by a licensed traffic engineer in accordance with the California Manual on Uniform Traffic Control Devices.  The traffic engineering investigation and study determined that existing roadway geometry and traffic conditions create a possible safety issue if vehicles are permitted to stop, stand, or park throughout the development area.  The investigation concludes that the installation of “No Stopping, Standing, or Parking Zone” signage, pursuant to County Code section 52.0118, at the recommended spacing intervals will facilitate the safe movement of traffic and eliminate potentially hazardous conditions.

 

The Roadways include outside travel lanes ranging from 14 to 16 feet in width. Based on the traffic engineering evaluation, allowing vehicles to stop, stand, or park along these segments may interfere with the orderly movement of traffic. Accordingly, the proposed restrictions are intended to promote traffic flow and consistency with applicable traffic engineering standards, while limiting stopping, standing, or parking except in emergencies or as directed by law enforcement.

 

The proposed Resolution will also direct the County Road Commissioner to perform such acts as are necessary to implement the Resolution, which include posting signage pursuant to County Code section 52.0118(a), to assist in improving the safety of the motorists traveling along the roadway.
