FINANCIAL IMPACT

Declaring the Backup Generator as surplus will not result in the use of Discretionary General Funding (Net County Cost).

 

BACKGROUND INFORMATION

On January 13, 2009 (Item No. 7), the Board of Supervisors (Board) awarded a construction contract to Construction Electric, Inc., for the procurement and installation of an additional backup generator to provide electrical service to the Information Services Department (ISD) Data Center in the event of failure of the existing main generator.  The Data Center houses the hardware and software that runs critical County applications and systems. These systems are integral to the daily operations of various departments and are essential elements to County service and require a backup generator to ensure business continuity.  On January 15, 2010, ISD purchased the Backup Generator (2010 Backup Generator) for $373,471.  The 2010 Backup Generator is classified as a real property (structures and improvement) asset.

 

Phase III of ISD’s Data Center UPS Upgrade Project (CIP 11-003) included the replacement of the 2010 Backup Generator as it no longer met ISD’s power requirements and did not meet the new Air Quality Management Department (AQMD) emission standards.  On February 13, 2018 (Item No. 54) the Board approved plans and specifications, and authorized the Deputy Director of the Real Estate Services Department - Project Management Division to advertise for competitive bids for the Information Services Department Data Center UPS Upgrade Project - Phase III.  On August 7, 2018 (Item No. 22), the Board awarded a construction contract to Hamel Contracting, Inc for the ISD Data Center UPS Upgrade Project - Phase III.  This contract included a provision for Hamel Contracting, Inc to dispose of the 2010 Backup Generator since it no longer met ISD’s power requirements and did not meet the new AQMD emission standards.  The 2010 Backup Generator was removed from County property by Hamel Contracting, Inc on March 4, 2019 per the contract requirements.     

 

The 2010 Backup Generator was capitalized with an estimated useful life of 25 years.  The useful life assigns a book value to an asset until that duration comes to term.  This asset has a total book value of $216,613 as of June 30, 2020.  County Policy 12-17 requires real property be declared surplus by the Board of Supervisors.
