RECOMMENDATION(S)

Recommendation

1.                     Acting as the governing body of San Bernardino County:

a.                     Approve an allocation of $2,300,000 from the 2022-23 Fifth District’s Board of Supervisors Discretionary Fund - District Specific Priorities Program budget to the Bloomington Recreation and Park District for the Kessler Park Dream Field Project.  

b.                     Approve contract with Bloomington Recreation and Park District to provide funding for the Kessler Park Dream Field Project in the amount of $2,300,000, for the contract term of March 28, 2023 through March 28, 2025.

c.                     Authorize the Auditor-Controller/Treasurer/Tax Collector to post the necessary budget adjustments, as detailed in the Financial Impact Section, to provide funding for the Kessler Park Dream Field Project (Four votes required).

2.                     Acting as the governing body of Bloomington Recreation and Park District:

a.                     Approve contract with San Bernardino County to receive funding for the Kessler Park Dream Field Project in the amount of $2,300,000, for the contract term of March 28, 2023 through March 28, 2025.

b.                     Approve a professional landscape architectural and engineering design and services contract with Psomas in the amount of $299,700 for the design of construction plans and specifications and provide bidding and construction support services to Bloomington Recreation and Park District, for the Kessler Park Dream Field Project, with a contract term of March 28, 2023 through March 28, 2028.

c.                     Authorize the Auditor-Controller/Treasurer/Tax Collector to post budget increases of $2,300,000, as detailed in the Financial Impact Section, to the Bloomington Recreation and Park District’s 2022-23 Capital Improvement Program budget for the Kessler Park Dream Field Project (Four votes required).

FINANCIAL IMPACT

Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost).

 

On September 21, 2021 (Item No. 18) and November 16, 2021 (Item No. 33), the Board of Supervisors (Board) approved an allocation of $4 million and $7 million, respectively, to the Board Discretionary Fund - District Specific Priorities Program (Priorities Program) for each of the five supervisorial districts for projects that meet a public purpose and provide services to citizens that promote health, safety, economic well-being, recreation, and other public services that enhance quality of life and meet the needs of the County residents. On an annual basis, unspent appropriation for discretionary funding is carried over into the subsequent year’s budget.

 

This item allocates $2,300,000 from the Fifth District’s Priorities Program budget for the Kessler Park Dream Field Project (Project). This allocation includes $299,700 for the cost of the recommended contract with Psomas.

Sufficient appropriation for the Project will be included in the District’s future recommended budgets as needed.

 

BACKGROUND INFORMATION

The District encompasses the community of Bloomington.  The Department of Public Works - Special Districts (Special Districts), through its Operations Division, directly manages, operates and maintains the District, including Kessler Park.

 

The Project consists of demolishing, replacing and upgrading the field with synthetic turf, improved dugouts, new bleachers with shade, a scoring/announcing stand and a new electronic scoreboard for Ballfield No. 2.  The overall design intent is to bring a “big league” theme and feel to a Little League facility, making it a Dream Field.  The ballfield dimensions and proportions will remain consistent with the existing Little League layout. 

 

This item seeks approval of a contract between San Bernardino County and the District in the amount of $2,300,000 to fund the Project, including the $299,700 cost of the separate contract between the District and Psomas for design of the plans and specifications. The contract with Psomas also includes construction support services for the Project. 

 

Special Districts anticipates returning to the Board of Directors at a later date for any necessary environmental or California Environmental Quality Act findings, approval of the Project’s plans and specifications, and authorization to advertise for bids.

 

PROCUREMENT

Request for Proposal (RFP) No. SDD-033 for the Project’s professional design services was released through the County’s Electronic Procurement Network (ePro) No. SPD122-SPDAD-4874 and sent directly to landscape architectural firms on January 24, 2023.  A total of four proposals were received in response to the RFP on February 23, 2023.  All four proposals were accepted for review.

The proposals were evaluated by a selection committee comprised of Special Districts staff from the Project Management Division.  The selection committee evaluated the proposals and determined that Psomas best met the needs of the District.  The recommendation is to contract with Psomas for the needed Project services.  No protests were received.  The Department anticipates returning to the Board in January 2024 with a recommendation for award of the construction contract.
