RECOMMENDATION(S)

Recommendation

Acting as the governing body of County Service Area 59 Deer Lodge Park:

1.                     Approve the Capital Improvement Program - County Service Area 59 Deer Lodge Park - Road Paving Project, in the amount of $475,500.

2.                     Authorize the Auditor-Controller/Treasurer/Tax Collector to post budget adjustments, as detailed in the Financial Impact section, for the County Service Area 59 Deer Lodge Park - Road Paving Project (Four votes required).

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). County Service Area (CSA) 59 Deer Lodge Park (District) is funded by special assessments on properties within the District, along with allocations from general property taxes. The County Service Area 59 Deer Lodge Park - Road Paving Project (Project) will be funded with the use of Available Reserves of both the Capital Improvement Project (CIP) and Operating funds of the District. Additionally, the budgeted amount for a road maintenance project will be reduced to fund an Operating Transfer Out to fund the Project.

Sufficient appropriation for the Project will be included in the District’s future recommended budgets as needed.

 

BACKGROUND INFORMATION

The District was established by the Board of Supervisors (Board) on December 19, 1966 to maintain approximately 5 miles of paved roads and is administered by the Department of Public Works - Special Districts. These services include snow removal and road maintenance.

 

The Project consists of pulverizing and repaving approximately 4,400 linear feet of existing roadways. The rehabilitation of the existing roads will dramatically increase the longevity of the road.

 

The Project aligns with the County and the Chief Executive Officer’s goals and objectives of ensuring development of a well-planned, balanced, and sustainable County by preserving and improving the structural integrity of existing road surfaces.

 

PROCUREMENT

The Department will return to the Board for approval of the Project’s plans and specifications, authorization to advertise for competitive bids, and ultimately award of the construction contract.
