RECOMMENDATION(S)

Recommendation

1.                     Acting as the governing body of the County of San Bernardino, approve and authorize the submission of a Public Authority/Non-Profit Consortium Rate Change Request (SOC 449) to the California Health and Human Services Agency, Department of Social Services, updating the Rate Table pertaining to the In-Home Supportive Services provider wage, per the terms of the In-Home Supportive Services Provider Unit Memorandum of Understanding, for a total increase of $0.34 per hour, from $14.62 per hour to $14.96 per hour, effective upon approval by the California Department of Social Services, as specified below:

a.                     Wage Supplement (one-time) increase of $0.25 per hour, from $13.25 per hour to $13.50 per hour.

b.                     Payroll Tax rate increase of $0.02 per hour, from $1.16 per hour to $1.18 per hour.

c.                     Administrative Rate increase of $0.07 per hour, from $0.06 per hour to $0.13 per hour.

FINANCIAL IMPACT

This item does not impact Discretionary General Funding (Net County Cost).  The net rate increase of $0.34 per hour to the Public Authority/Non-Profit Consortium rate will be funded by federal, state funds, and Social Services Realignment.   The estimated total hourly rate of $14.96 is computed by adding total services costs and total administrative costs divided by the number of estimated IHSS provide hours.  Adequate appropriation and revenue will be included in the IHSS Public Authority 2020-21 recommended budget and in future recommended budgets. 

 

BACKGROUND INFORMATION

In 2002, the County established the IHSS Public Authority to serve elderly, blind, or disabled individuals who are not able to remain in their homes without assistance.  Ordinance No. 3842 (adopted on January 8, 2002, Item No. 58) established the IHSS Public Authority to act as the employer for San Bernardino IHSS providers pursuant to Welfare and Institutions Code section 12301.6, subdivision (c)(1), and to perform other IHSS functions as required by Welfare and Institutions Code section 12301.6, subdivision (e) and not retained by the County.

 

On December 10, 2019 (Item No. 50), the Board of Supervisors approved the Memorandum of Understanding (MOU) with the Service Employees International Union Local 2015, who represent the providers in the IHSS Provider Unit, through January 31, 2023.  Under the terms of the MOU, a wage supplement of $0.25 is to be provided to IHSS providers effective July 1, 2020, upon approval by the California Department of Social Services (CDSS) through the submission of the Public Authority/Non-Profit Consortium Rate Change Request (SOC 449).  

 

Approval of this item will allow IHSS Public Authority to submit the updated Public Authority/Non-Profit Consortium Rate Change Request (SOC 449) to CDSS reflecting the provider wage supplement increase, as well as the associated payroll taxes and administrative rate increases, per the terms of the IHSS Provider Unit MOU.  In addition, this item will adopt a Resolution approving the IHSS provider wage rate change as specified on the Public Authority/Non-Profit Consortium Rate Change Request (SOC 449) and authorizes the Chairman and the Vice Chair of the Board of Supervisors to sign the Resolution, as required by CDSS.
