Recommendation

Approve Amendment No. 1 to Revenue Agreement No. 19-666 (State Standard Agreement #BSCC0053-18-MH) with the California Board of State and Community Corrections for mental health related training for local correctional institution staff, extending the performance period by one additional year, for a total agreement period of May 1, 2019 to September 30, 2021, with no change to the award amount of $184,140.

FINANCIAL IMPACT

Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). Amendment to Revenue Agreement 19-666 with the California Board of State and Community Corrections (BSCC) will extend the performance period by one year, from May 1, 2019 to September 30, 2021, with no change to the award amount of $184,140, to provide critical mental health related training to Sheriff/Coroner/Public Administrator (Department) eligible staff.   Budget adjustments are not requested at this time, but will be included in a future quarterly budget report presented to the Board of Supervisors (Board) for approval, if necessary.

 

BACKGROUND INFORMATION

The Mental Health Training Initiative provides funding to local corrections agencies to deliver critical mental health training to corrections personnel. On October 8, 2019 (Item No. 43), the Board of Supervisors (Board) approved agreement No. 19-666 from the California BSCC in the amount of $184,140 to offset the Department’s cost of providing critical mental health related training to Standards and Training Corrections (STC) eligible staff from May 1, 2019 through September 30, 2020.

 

On June 5, 2020, the Department was notified of an extension to the performance period extending the grant by one year from September 30, 2020 to September 30, 2021, with no change in the award amount of $184,140. The request for acceptance of the grant extension is being submitted at the first available Board date upon completion of the review process.  The department has not incurred any expenditures to date as the trainings were scheduled for the last quarter of the fiscal year but have been postponed due to COVID-19.
