Recommendation

Receive and file the 2024 Housing Element Annual Progress Report, containing housing production data for calendar year 2023 as required by the California Department of Housing and Community Development.

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). There is no financial impact to receive and file this Housing Element Annual Progress Report (APR).

 

BACKGROUND INFORMATION

Each city and county in California are required to prepare an APR on the jurisdiction’s progress in implementing its Housing Element (Government Code Section 65400). The Housing Element APR fulfills statutory requirements to report certain housing information, including: the local agency’s progress in meeting its share of regional housing needs (i.e., applications, entitlements, permits and certificates of occupancy), certain rezoning activities, actions taken towards completion of housing element programs, and local efforts to remove governmental constraints to the development of housing.

 

The County remains compliant with the implementation of the Housing Element. Here are the current APR highlights:

                     Dwelling Units: Construction comprised of 373 single-family dwellings, 102 multi-family dwellings, and 92 accessory dwelling units in the unincorporated areas of the county in 2023.

                     General Plan Amendments - Almond Avenue Warehouse Project (2nd District): This amendment involved altering land use category designations on roughly 0.33 acres from Medium Density Residential to Limited Industrial, alongside a zoning amendment from Multiple Residential to Community Industrial. Adopted by the Board of Supervisors (Board) on July 25, 2023 (Item No. 71), the Land Use Map Amendment aligns with the General Plan Goals and Policies, marking the First Cycle General Plan Land Use Element Amendment of 2023.

 

 

 

 

Ongoing Housing Element Efforts:

Leap Grant (Grant) Progress Update: The Grant funds have been dedicated to analyzing development potential, including infrastructure support, to bolster housing development opportunities in Bloomington. The infrastructure study is expected to be completed by Fall 2024.

 

Program 4 Short-Term Rental Study (Study): The Study is currently undergoing finalization; we anticipate presenting its findings to the Board in late Spring 2024.

 

Development Code Amendments: The proposed Environmental Justice Focus Area amendments underwent review by the Planning Commission in May 2023 and are scheduled for consideration by the Board in Summer 2024.

 

The APR must be submitted to the California Department of Housing and Community Development and the Governor’s Office of Planning and Research in April of each year. The County’s full report is included as an attachment to this item.
