Recommendation
1. Acting as the governing body of San Bernardino County, approve Agreement with County Service Area 60 - Apple Valley Airport for San Bernardino County’s management and delivery of construction projects for County Service Area 60 - Apple Valley Airport, from September 26, 2023 through September 25, 2028.

FINANCIAL IMPACT
Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). There is no financial impact as a result of this action. Services provided under this Agreement are funded within individual project budgets of County Service Area 60 - Apple Valley Airport (District) and San Bernardino County (County) as part of the Capital Improvement Program (CIP).
BACKGROUND INFORMATION
The Agreement between the County and the District clarifies the duties and responsibilities of both parties regarding construction projects performed by the County on behalf of the District at the Apple Valley Airport (APV). APV was built in 1970, is the gateway to the high desert, and was established as a County Service Area (CSA) general aviation airport. APV is home to the County Sheriff and California Highway Patrol helicopter operations. The Agreement outlines the requirements of each party to manage and deliver construction projects that enable APV to provide services such as fuel, food, maintenance, rentals, flight training, and maintain public safety at APV. Either party may terminate the Agreement with 30 days prior written notice.
PROCUREMENT
This Agreement complies with County Policy 11-03, Use of Services Provided by County Internal Service Departments.
