FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The Department of Public Works-Transportation (Department) is funded by Gas Tax revenue, fee revenue, and other local, state, and federal funding. The San Bernardino County Flood Control District (District) is funded by property tax revenue, fee revenue, and local, state and federal funding. As these contracts for on-call storm maintenance services, including routine maintenance, emergency services, and public projects not exceeding $75,000 (the amount specified in Public Contract Code Section 22032(a)), the specific projects have not yet been determined. Depending on the project, one of the above funding sources will be used to fund the cost of the contract.
The Department has budgeted $1,000,000 and District has budgeted $2,000,000 in fiscal year 2024-25 for on-call storm maintenance services. Annual expenditure will not exceed these budgeted amounts. Future recommended budgets will include appropriation for these services.
BACKGROUND INFORMATION
The proposed amendments with the 34 contractors on the on-call storm maintenance services list will extend the contract period by an additional six months, with a termination date of December 31, 2025. The proposed amendments will allow the Department and District to continue to utilize the pre-approved on-call storm maintenance services contractors on an as needed basis through the end of the calendar year. The extension also allows the Department and District to phase out the current on-call storm maintenance contractor list which will then be consolidated with other on-call lists currently held by the Department and District. The Department and District anticipate releasing a consolidated Request For Qualifications (RFQ) for various on-call services and awarding new on-call contracts before the December 31, 2025 expiration of the on-call storm maintenance service contracts. Additionally, the Department and District monitor expenditures on a monthly basis. The District contract with Weaver Grading, Inc. (Agreement No. 20-1050) is reaching the not-to-exceed amount as they are frequently the low bidder or called out to respond to emergencies. The proposed amendment to increase Weaver Grading, Inc.’s contract by $5,000,000 from $5,000,000 to $10,000,000 will allow Weaver Grading, Inc. to continue to bid and respond to emergency calls.
On October 27, 2020 (Item No. 94), the Board of Supervisors (Board) approved contracts in the amount of $1,250,000 each for the period of October 27, 2020 through June 30, 2025 with 23 contractors to provide on-call storm maintenance services. Subsequently the Department and the District returned to the Board on October 26, 2021 (Item No. 81) and the Board approved two additional contractors. On January 24, 2023 (Item No. 63), the Board approved three additional contractors. On January 9, 2024 (Item No. 61), the Board approved five additional contractors. On June 25, 2024 (Item No. 143), the Board approved two additional contractors for the Department and the District. The Board has approved a total of 35 contracts for both the Department and the District to provide on-call storm maintenance services.
On April 11, 2023 (Item No. 57), the Board approved Amendment No. 1 to the following contracts to increase the contract amounts by $1,250,000 from $1,250,000 to $2,500,000 with no changes to the contract term of October 27, 2020 to June 30, 2025:

• Vance Corporation (Department Agreement No. 20-1024 and District Agreement No. 20-1048).
• Weaver Grading, Inc. (Department Agreement No. 20-1026 and District Agreement No. 20-1050).
On April 25, 2023 (Item No. 54), the Board approved Amendment No. 1 to contract with Travis D Snyder dba Advantage Backhoes (Department Agreement No. 20-1005) increasing the amount by $1,250,000 from $1,250,000 to $2,500,000 with no changes to the contract term of October 27, 2020 through June 30, 2025.
On June 27, 2023 (Item No. 136), the Board approved Amendment No. 1 to the following contracts increasing the contract amount by $1,250,000 from $1,250,000 to $2,500,000 with no changes to the contract terms of October 27, 2020 through June 30, 2025:

On October 3, 2023 (Item No. 39), the Board approved Amendment No. 2 to contract with Jeremy Harris Construction, Inc. (Department Agreement No. 20-1014) to increase the Department’s contract amount by $1,250,000 from $2,500,000 to $3,750,000 with no changes to the contract term of October 27, 2020 to June 30, 2025.
On December 5, 2023 (Item No. 52), the Board approved Amendment No. 1 to contract with H & H General Contractors, Inc. (Department Agreement No. 23-51), increasing the Department’s contract amount by $625,000 from $625,000 to $1,250,000 with no changes to the contract term of January 24, 2023 through June 30, 2025.
On October 22, 2024 (Item No. 63), the Board approved Amendment No. 2 to contract with Weaver Grading, Inc. (District Contract No. 20-1050) increasing the District’s contract amount by $2,500,000 from $2,500,000 to $5,000,000 with no changes to the contract term of October 27, 2020 to June 30, 2025.
PROCUREMENT
Prior to the expiration of the terms of the current on-call storm maintenance service contracts, the Department and the District will initiate a new RFQ to establish a pre-qualified vendor list to provide a broader comprehensive list of on-call services, including storm maintenance, to the Department and the District. Following the RFQ process, the contracts will be submitted to the Board for approval.
