RECOMMENDATION(S)
Recommendation
1. Adopt Resolution to establish a “No Stopping, Standing, or Parking” zone pursuant to County Code Section 52.0118(a):
a. Along the north side of Kilkare Road from State Route 38 easterly 0.23 miles in the Mountain Home Village area;
b. Along the south side of Kilkare Road from State Route 38 easterly 0.23 miles except for portion of “No Stopping, Standing, or Parking from 10 p.m. to 6 a.m.” zone as described in No. 1.c below, in the Mountain Home Village Area; and,
c. Along the south side of Kilkare Road from a point 230 feet east of State Route 38 easterly for an approximate distance of 385 feet, in the Mountain Home Village area.
2. Direct the County Road Commissioner to perform such acts as necessary to implement the terms of the Resolution.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The proposed resolution will not result in significant costs to the Department of Public Works (Department). The minor administrative costs to update Department records and the cost to install and maintain signage for the “No Stopping, Standing or Parking” zones are minimal and will be funded by Gas Tax Revenue. Sufficient appropriation is included in the Department’s 2020-21 Road Operations budget.
BACKGROUND INFORMATION
Subsequent to a complaint from the residents of Mountain Home Village, the Department conducted a traffic investigation on Kilkare Road in the Mountain Home Village area. Kilkare Road is used to access a recreational area by the general public. During busy summer weekends, visitors often park along both sides of Kilkare Road and at times block the access to the residential community of Mountain Home Village. To control the parking and to make sure that access is provided to the community, the Department recommends that the Board of Supervisors establish “No Stopping, Standing or Parking” zones for all vehicles on the north and south sides of Kilkare Road except for a portion of the south side from a point 230 feet east of State Route 38 easterly approximately 385 feet which will designated as a “No Stopping, Standing or Parking from 10 p.m. to 6 a.m.” zone.
The proposed Resolution will also direct the Road Commissioner to perform such acts as are necessary to implement the Resolution, which includes posting the signages per County Code Section 52.0118(b), to assist in improving the safety of the motorists traveling along the roadway.
