Recommendation
1. Approve agreement with Certified Medical Sales for regular preventative maintenance of the medical air compressors and waste anesthesia gas systems in the amount of $825,000, for the five-year period of July 15, 2020, through July 14, 2025.
2. Approve agreement with Certified Medical Sales for unexpected repairs of the medical air compressors and waste anesthesia gas systems in the amount of $285,000, for the five-year period of July 15, 2020 through July 14, 2025.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The cost of $1,110,000 is funded by State Medi-Cal, Federal Medicare, private insurances, and other departmental revenue. Funding sources may change in the future pending any legislative activity related to the repeal and/or replacement of the Affordable Care Act. Adequate appropriation and revenue have been included in the Arrowhead Regional Medical Center (ARMC) 2020-21 budget and will be included in future recommended budgets.
BACKGROUND INFORMATION
Approval of the agreements with Certified Medical Sales will allow for the provision of regular preventative maintenance and unexpected repairs of medical air compressors and waste anesthesia gas (WAG) systems at ARMC. These systems serve as a critical component of ARMC life support systems by delivering purified air to and removing WAG from all patient operation and surgery rooms. Medical air and WAG systems require strict scheduled maintenance and continuous monitoring by a licensed contractor in order to maintain compliance with all State and Federal laws.
The agreements are based on the County’s standard contract terms. ARMC recommends approval of these agreements as the preventative maintenance and unforeseen repair services will ensure the proper function of these systems and maintain the public safety and healthcare needs of County residents.
PROCUREMENT
The Request for Proposal (RFP) No. MCR19-21 for preventative maintenance and unexpected repairs of the medical air compressors and WAG systems was released on March 9, 2019, through the County of San Bernardino’s Electronic Procurement (ePro) network. Proposals were due from vendors on May 4, 2020.

Evaluation of the proposal was completed by a committee comprised of representatives from the ARMC Facilities Management Department. The evaluation committee determined, based on their proposal, that Certified Medical Sales met the needs of the County.
On May 26, 2020, a tentative award letter was sent to Certified Medical Sales. Purchasing did not receive a protest in response to this RFP.
