Recommendation
Adopt a Resolution that:
1. Establishes a seasonal “No Stopping, Standing, or Parking Zone” from 7:00 a.m. to 5:00 p.m., November 1st to May 1st of each year, pursuant to County Code 52.0118(a) and 53.0303:
a. Along Jaybird Lane from Tulip Lane to Big Bear Lake city boundary in the Big Bear City area; and
b. Along Mill Creek Road from Tulip Lane northeast to Big Bear Lake city boundary in the Big Bear City area; and
c. Along Tulip Lane from Mill Creek Road to 220 feet north of Jaybird Lane in the Big Bear City area.
2. Directs the County Road Commissioner to perform such acts as are necessary to implement the terms of the Resolution.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The estimated cost of $1,500 to install the appropriate signs, as well as minor administrative costs to update the Department of Public Works (Department) records, will be financed by Gas Tax revenue. Sufficient appropriation and revenue are included in the Department’s 2024-25 Road Operations budget.
BACKGROUND INFORMATION
Aspen Glen Picnic Area (Picnic Area) operated by the San Bernardino National Forest, is a day use picnic area with parking for sixteen vehicles and is used to access the Pineknot Trailhead. The picnic area is also used during the wintertime for snow play. Jaybird Lane, Mill Creek Road, and Tulip Lane are two-lane mountain local roads maintained by San Bernardino County, each with one lane of travel in each direction.
The California Highway Patrol (CHP) expressed concerns regarding vehicles parking within the road right-of-way obstructing two-way traffic and the passage of emergency vehicles during the winter season. Big Bear Lake City has existing seasonal parking restriction signs within City jurisdiction near the picnic area on Tulip Lane and Mill Creek Road . The CHP is requesting the County to establish a seasonal “No Stopping, Standing, or Parking Zone” from 7:00 a.m. to 5:00 p.m., November 1st to May 1st of each year along Jaybird Lane, Mill Creek Road, and Tulip Lane, consistent with the City’s seasonal parking restriction and to eliminate any gaps in the parking restrictions for roads adjacent to the picnic area and pursuant to County Code Sections 52.0118(a) and 53.0303,
In response to the request and concerns from CHP, the Department conducted a traffic engineering investigation. The findings indicate that vehicles parked along these roads during the snow season create hazardous conditions for motorists. The narrow roads and lack of shoulders increase the traffic incidents. Additionally, vehicles parked on both sides of the street obstruct visibility and leave minimal space for two-way traffic. Based upon the Department’s traffic engineering investigation, the Department recommends the Board of Supervisors to establish a seasonal “No Stopping, Standing, or Parking Zone” from 7:00 a.m. to 5:00 p.m., November 1st to May 1st of each year, pursuant to County Code Sections 52.0118(a) and 53.0303 on Jaybird Lane from Tulip Lane to the Big Bear Lake city boundary, on Mill Creek Croad from Tulip Lane northeast to the Big Bear Lake city boundary, and on Tulip Lane, from Mill Creek Road to 220 feet north of Jaybird Lane. The seasonal parking restrictions will enhance public safety during winter conditions and align with the existing City parking regulations.
The proposed Resolution will also direct the County Road Commissioner to perform such acts as are necessary to implement the Resolution, which includes the posting of 24 seasonal “No Stopping/No Parking/Tow-Away Zone” signs per County Code Section 52.0118(a).
